Business Wales - Project Manager

Contract: Business Wales

Term: Permanent

Salary: starting from £40,000

Location: Regular Homeworker

Hours: 37.5 hours per week

Business in Focus is the lead delivery partner in Enterprise Partnership Cymru (EPC), along with Menter Môn, M‑SParc and an eco‑system of support agencies across Wales. EPC has won the contract to deliver the Business Wales service on behalf of the Welsh Government, providing advice and support to entrepreneurs pan‑Wales.

The Entrepreneurship and Start‑Up Service focuses on providing a wide range of advice to young people and start‑up businesses through a variety of means including digital, telephone and face‑to‑face support. EPC was successful in their bid to deliver both Business Wales advice services: Entrepreneurship and Start‑up Service (ESU) and Business Development and Growth Service (BDG).

Responsibilities
  • Establish and maintain processes for scoping new project proposals, project work plans, securing resources, managing projects during the project lifecycle to ensure project efficiency and maximising KPIs and outcomes, set quality and performance standards and assess risks.
  • Support Head of BDG in managing additional BDG projects: apply project management experience as required for each project; prepare and submit proposals, work with Welsh Government and Business Wales colleagues during inception of new projects, support delivery teams during implementation, coordinate resources, monitor and review progress, evaluate and review.
  • Ensure clear communication of project outcomes to relevant delivery managers. Monitor and review performance regularly and agree action plans to maintain or return to target.
  • Manage performance of allocated projects to ensure performance against KPI delivery, desired outcomes and budget is achieved; liaise with Business Wales and Business in Focus Management Teams as necessary.
  • Collate management information and reports for all projects; provide regular reports on project outcomes and/or risks to Head of BDG and escalation, as required by each project work plan.
  • Regularly work with internal and external senior level stakeholders at all stages of projects, ensuring a collaborative approach with Business Wales Management Teams and the wider Business Wales service.
  • In liaison with the Head of BDG and Finance Officer, manage allocated project budgets, ensuring that expenditure is controlled and allocated resources (human, material and financial) are utilised to maximum effect; ensure financial management systems, e.g. raising purchase orders, time‑sheet activity, venue bookings, are undertaken in compliance with contract and funding requirements.
Person Specification
  • Project Management related qualification or training (AND/OR) Significant CPD learning and development evidenced in relevant career history (AND/OR) - Desirable.
  • Experience & knowledge of Project Management, including management of project budgets.
  • Proven project management experience in a service provision environment to a high standard of customer service. (Desirable)
  • Experience of managing projects that required working in compliance with prescribed internal and external audited standards and procedures.
  • Experience and responsibility for managing allocated budgets and significant contribution to related operational and financial planning.
  • Experience of overseeing project performance for the achievement of KPIs and other outcomes.
  • Understanding of local / regional differences in the Welsh economy.
