Job summary

Slough Council is seeking a Programme Manager for a 6-month temporary contract, based at SL1 2EJ with 3 days a week in the office. The role oversees a range of capital and revenue programmes, ensuring governance and timely delivery.

You will manage project controls, reporting, and a live risk register, and administer grant funding agreements. The ideal candidate will collaborate with Senior Management and politicians, with proven experience in large government-funded regeneration schemes.

Qualifications

• Significant experience administering large, complex projects and government-funded regeneration programmes.
• Experience across all aspects of contract management, including monitoring, evaluation, and procurement regulations.

Responsibilities

• Oversee total spend and all project deliverables across capital and revenue programmes.
• Ensure project controls, documentation and reporting meet organisational requirements.
• Implement and oversee a live risk register with proactive management and mitigation measures.
• Draft, issue and monitor grant funding agreements setting out terms and ensuring compliant claims.
• Provide financial and programme delivery reporting including tracking and cash flow of expenditure.

Good Afternoon,

I am currently representing Slough Council who are offering an initial temporary contract for a period of 6 months with a view to be extended or offered a permanent position for the right candidate at a rate per day which is negotiable dependent upon experience

We are looking for a Programme Manager this role will be based at: SL1 2EJ, 3 days a week in the office

The right candidate will:

• Accountable for overseeing total spend and all project deliverables across a complex range of capital and revenue programmes
• Accountable for ensuring project controls, documentation and reporting are all completed as per the requirements of the wider organisation.
• Accountable for ensuring effective systems and processes are in place to ensure all programme activity contributes towards the efficient administration and management of local ward improvements.
• Accountable for implementing and overseeing a live and iterative risk register, ensuring proactive management and mitigation measures are in place, with accountability for addressing issues and ensuring these are effectively resolved
• Implement and manage a robust application and assessment framework to enable the Director of Environment & Highways to receive, consider and allocate funding for projects on a fair, consistent, inclusive, relevant, and transparent basis
• On project approval, manage the drafting, issuing and monitoring of grant funding agreements clearly setting out the terms of the contractual relationship and ensuring subsequent claims are correct and compliant with programme requirements and the council’s decision-making process
• Accountable for all financial and programme delivery reporting, including timely and accurate information relating to the tracking, recording, reporting and cash flow of all programme expenditure

We require the following:

• Experience of working collaboratively with Senior Management, politicians, and other key senior stakeholders, evidencing credibility and impact as a leader
• Significant experience of administering large, complex projects, and government funded regeneration programmes
• Experience across all aspects of contract management, including monitoring and evaluation, and procurement regulations
