Job summary

Essential Employment in Warrington is seeking a Programme Manager to lead complex transformation programmes across Children's Services and SEND, translating strategic priorities into deliverable plans.

You will design and implement new service and operating models, manage governance and benefits, and collaborate with finance to realise savings while safeguarding standards and service quality. This role is full-time on a temporary basis with a daily rate.

Qualifications

• Experience leading complex transformation programmes, preferably in children's services or SEND.
• Ability to translate strategic priorities into deliverable programme plans.
• Strong governance, risk, issues and dependency management.

Responsibilities

• Lead complex transformation and change programmes across Children's Services and SEND.
• Develop transformation strategies and convert priorities into deliverable plans.
• Support design and implementation of new service and operating models.
• Lead service redesign initiatives across early help, statutory social care, commissioning and placements.
• Produce robust business cases with evidence, benefits analysis and financial modelling.
• Collaborate with finance to identify savings and monitor benefits realisation.
• Manage programme governance, risks, issues, and dependencies.
• Develop and maintain project plans using MS Project.
• Build relationships with stakeholders and provide constructive challenge and support.
• Produce reports and presentations for senior leadership and governance groups.
• Drive benefits realisation while maintaining safeguarding standards and service quality.
• Support workforce transformation and reduce reliance on agency staffing.

• Develop and maintain comprehensive project plans using MS Project.
• Build strong relationships with internal and external stakeholders, providing constructive challenge and support.
• Produce high-quality reports and presentations for senior leadership, boards and governance groups.
• Drive implementation and ensure programme benefits are realised while maintaining safeguarding standards and service quality.
• Support workforce transformation initiatives and reduce reliance on agency staffing and high-cost provision.
