Job summary

Spinwell Ltd. is recruiting a Programme Director for a high-profile ERP replacement programme in the public sector. The role encompasses strategic leadership, data migration, governance and PMO oversight, with hybrid London-based work and travel to Reading/Bristol as required.

You will lead four cross-functional teams, engage senior Defence stakeholders, and drive policy simplification and benefits realisation while developing a diverse, high-performing team in line with Civil Service values.

Responsibilities

  • Lead the business transformation agenda, ensuring robust engagement with military and civilian stakeholders.
  • Embed new ways of working and realise planned benefits in workforce efficiency, HR service improvement, and data insights.
  • Oversee strategy and execution for data quality, cleansing, migration and readiness across multiple legacy systems.
  • Act as the primary interface for the programme with senior Defence leaders, Enabling Organisations and delivery partners.
  • Build confidence in delivery through clear, credible and transparent reporting, working across an extensive range of stakeholders.
  • Own and lead programme governance, including Steering Groups, formal assurance gates, and audit actions.
  • Manage dependencies with other major programmes across Defence, including Defence Reform.
  • Lead a high-performing Programme Management Office, ensuring excellence in planning, reporting, risk management, financial oversight, and benefits tracking.
  • Build and sustain a diverse, motivated and resilient team culture that reflects Civil Service values.

Location: Hybrid/London - 2/3 days per week in office with travel to Reading / Bristol

Pay Rate to Intermediary: £1200 per day

Spinwell is recruiting for a Programme Director for an excellent opportunity within the public sector.

RESPONSIBILITIES OF THE PROGRAMME DIRECTOR

Strategic Programme Leadership:

  • Own the successful delivery of the ERP replacement programme, ensuring it meets time, cost and quality objectives.
  • Maintain a clear vision, roadmap, and delivery strategy aligned with Defence, CSM and DPT priorities.

Business Change & Benefits Realisation:

  • Lead the business transformation agenda, ensuring robust engagement with military and civilian stakeholders.
  • Embed new ways of working and realise planned benefits in workforce efficiency, HR service improvement, and data insights.

Data Migration & Readiness:

  • Oversee strategy and execution for data quality, cleansing, migration and readiness across multiple legacy systems, ensuring a smooth and accurate transition to the new ERP platform.

Senior Stakeholder Engagement:

  • Act as the primary interface for the programme with senior Defence leaders, Enabling Organisations and delivery partners.
  • Build confidence in delivery through clear, credible and transparent reporting, working across an extensive range of stakeholders.

Governance & Assurance:

Leadership of Product Teams:

  • Lead and develop four cross-functional teams (each led by a Head of Product and Head of Delivery), as well as a number of 'cross-cutting' specialists, fostering a culture of collaboration, user-focus, agile delivery, and continuous improvement.
  • Continuous development of team members will be essential, to ensure ability to operate confidently at stretch.

User-Centred Design:

  • Embed service design, user research and agile methodologies into the heart of product development.
  • Ensure user experience (UX) and accessibility standards are met and iteratively improved.

Policy Optimisation and Simplification:

  • Lead the review, challenge and optimisation of policy, process and business rules to ensure they are simplified, standardised and fit for digital delivery.
  • Work with policy owners, operational stakeholders and design teams to identify unnecessary complexity, remove non-value-adding variation, and translate agreed policy positions into clear, deterministic requirements that enable adoption of standard system functionality, maximise business benefits and minimise ongoing operational and technology costs.
SKILLS/EXPERIENCE OF THE PROGRAMME DIRECTOR
  • Extensive Oracle Fusion and ERP implementation leadership experience, with a strong track record of leading complex, end-to-end ERP programmes at a senior leadership level.
  • Deep EPR/HCM implementation experience, covering the full implementation lifecycle from strategy, design and mobilisation through to implementation, transition and business adoption.
  • Strong HR transformation expertise, including the delivery of HCM-enabled business and organisational change and an understanding of the people, process and technology impacts of transformation.
  • Proven leadership of complex digital platform implementations, with the ability to manage large-scale transformation across multiple stakeholders, functions and business areas.
  • End-to-end programme leadership, demonstrating sustained ownership and accountability throughout the full ERP/HCM implementation journey rather than experience limited to a specific project phase or workstream.
  • Defence sector experience is desirable, particularly experience of working within complex Defence organisations and an understanding of their structures, processes, culture and operating environment.
  • Strong organisational and cultural change awareness, with the ability to anticipate and manage the cultural and workforce impacts associated with major ERP, HCM and HR transformation.
  • Senior stakeholder management and leadership, with the ability to engage effectively with executive stakeholders, business leaders, technology teams and wider organisational groups throughout a major transformation programme.
