North of England Commercial Procurement Collaborative (NOE CPC) is based in Sheffield and hosted by Leeds and York Partnership NHS Foundation Trust (LYPFT). Our aim is to deliver best value procurement outcomes for the NHS through collaborative working. A wholly NHS owned organisation NOE CPC brings together a wealth of experience, understanding and knowledge, providing collaborative procurement and commercial solutions to the wider NHS and is one of the leading players in collaborative procurement within the NHS in England. An exciting opportunity has arisen for a Procurement Support Officer to join the Procurement Operations Team within NOE CPC. This role will undertake tendering and contracting activity in support of the specialist category procurement teams within NOE CPC and also for external NHS client organisations.

Main duties of the job
  • Work with internal and external stakeholders to facilitate a wide range of procurement processes, including conduct of above threshold compliant tenders and further competitions.
  • Set up, facilitate and administer e‑tendering and e‑evaluation systems, including management of supplier correspondence.
  • Develop procurement documentation sets including Invitation to Tender (ITT) documentation, contract documents, terms and conditions, pricing schedules etc.
  • Support development of consistent procurement processes and procedures, with an eye for continuous improvement of those processes.
  • Adhere to corporate operating procedures governing public procurement, including compliance with the UK Public Contracts Regulations.
  • Good working knowledge of the UK Public Contracts Regulations would be an advantage.
  • Have a strong customer focus, commercial acumen and a pro‑active approach.
  • Be responsive to customer enquiries.
  • Be well organised with an efficient approach to management of a varied day‑to‑day workload.
  • Support with contract and supplier management activity across a range of category areas.
  • Build excellent working relationships with peers, colleagues, customers, suppliers and other external stakeholders.

Job description and responsibilities

This role will work closely with and support the Procurement Delivery and Process Manager and other colleagues within Procurement Operations Team to build effective working relationships with the specialist Category teams within NOE CPC, external NHS customers and supplier organisations. Experience of working in an operational procurement role with an organisation which is required to comply with the UK Public Contracts Regulations is highly desirable. Location: Work base as stated above, however NOE CPC adopts an agile working policy.
