Job description

We are recruiting for two Commissioning & Procurement Officer roles to join a dynamic and forward-thinking Commissioning and Procurement function. These roles offer an exciting opportunity to work within an agile, modern organisation that is committed to delivering high-quality, value-for-money services for its communities.

Both roles support the delivery of effective, compliant and commercially sound commissioning and procurement activity. You will work across the organisation to improve processes, strengthen governance, and ensure the best outcomes for residents and service users.

One role will focus on Adults, Children and Public Health commissioning, while the second will focus on Governance and Policy, supporting key corporate procurement policies and governance frameworks.

These positions are ideal for motivated, collaborative individuals who are passionate about ethical procurement, continuous improvement and supporting transformational change.

Key Responsibilities (for both roles)
  • Provide professional commissioning and procurement support across a range of services and projects.
  • Manage procurement activity through the e-tendering portal, preparing tender documentation and coordinating compliant processes.
  • Undertake research, benchmarking and market analysis to inform commissioning decisions and drive value for money.
  • Deliver low-value and routine procurement projects, offering procurement advice and signposting to further support where required.
  • Maintain commissioning and procurement guidance materials, templates and resources.
  • Manage the Commissioning mailbox, responding to stakeholder queries in a timely and customer-focused manner.
  • Support training and introductory guidance for colleagues using the e-tendering system.
  • Contribute to continuous improvement, gathering and responding to feedback to strengthen commissioning practices.
  • Build strong internal and external partnerships to maximise understanding of commissioning principles and improve outcomes.
  • Support commissioning and procurement projects across Adults' and Children's services and Public Health.
  • Assist with major service transformation projects and the development of ethical procurement practices across the supply chain.
  • Use data and trend analysis to identify opportunities for cost reduction and improved efficiencies.
Governance & Policy Role
  • Provide governance administration for commissioning and procurement decision-making boards.
  • Support the development and implementation of key procurement policies, including London Living Wage, Social Value, Modern Slavery and Ethical Sourcing.
  • Contribute to the organisation's procurement governance framework, ensuring informed and timely commercial decisions.
About You
  • Strong communication and relationship-building skills, with the ability to work collaboratively across teams and with external partners.
  • Understanding of commissioning and procurement best practice, ideally within a public sector environment.
  • Experience with e-tendering or P2P systems and the ability to train others on basic system use.
  • Proactive, inquisitive and organised, with the ability to balance multiple priorities.
  • Strong research, analytical and problem-solving abilities, including use of data to drive decisions.
  • Clear written communication skills, including experience preparing formal documents or reports.
  • Commitment to ethical procurement, equality, diversity and continuous improvement.
  • A professional procurement qualification (or willingness to work towards one) is required for progression to higher grade.
