Full Time / 37 Hours Per Week / Permanent We're looking for an enthusiastic and motivated individual to join our forward thinking Digital, Data and Technology (DDaT) Commercial and Procurement Team. This is an exciting opportunity to contribute to the Council's digital transformation by helping to procure innovative DDaT products and services. You'll play a key role in ensuring our procurements are efficient, compliant, and deliver value for money, supporting the delivery of modern digital services for residents and staff. You'll be at the heart of delivering the Council's digital ambitions - ensuring compliance, driving value for money, and supporting innovation in line with the Government's . This role is offered as a career progression opportunity, with the option to join as either a DDaT Graduate Procurement Officer or a DDaT Procurement Officer, depending on your experience and career stage. This role is based at City Hall, Leicester with a Hybrid working agreement of two days office-based, remainder remote.

What you'll be doing As part of a small, collaborative team, you'll work on a variety of digital and technology procurements that directly support the Council's transformation agenda. No two days are the same in this varied and rewarding role.

Graduate Procurement Officer
  • Work closely with senior officers to learn about procurement processes and compliance.
  • Support a range of projects, from lower value to complex and high-value procurements.
  • Develop your commercial awareness, negotiation skills, and understanding of public procurement legislation.
Procurement Officer
  • Lead on the planning and delivery of DDaT procurement projects, ensuring they meet legislative and policy requirements.
  • Advise internal clients on procurement strategies and the best routes to market.
  • Manage the full end-to-end procurement process - from market engagement, preparing and publishing tender documentation, evaluating bids, conducting negotiations, and finalising contracts.
  • Maintain effective relationships with suppliers and internal stakeholders to ensure contracts deliver value and performance.
  • Apply the Council's Contract Procedure Rules and relevant legislation, including the Public Contracts Regulations 2015 and the Procurement Act 2023.

If you're joining at Graduate level, you'll bring a willingness to learn and develop. For the Procurement Officer role, some experience managing public-sector procurements or working within a commercial environment will be beneficial.
