Procurement Officer

Location: Harrow Council, Forward Dr, Harrow, HA3 8NT (including travel around the borough)

Salary: £21.23 per hour (PAYE)

Contract Type: Temporary ongoing

Hours: Full-time

Requirements: A full UK driving licence, access to your own vehicle, and business insurance

About the Role

Harrow Council is seeking a highly motivated and organised Procurement Officer to join the Housing Services - Housing Needs team. This vital role supports the Council's statutory duties to homeless households by sourcing, negotiating, and securing good quality accommodation across the private sector.

You will be responsible for procuring different types of accommodation, including emergency and long-term housing, ensuring all properties meet statutory and council standards while delivering best value for money.

Key Responsibilities
  • Negotiate and procure accommodation to meet the needs of homeless and vulnerable households.
  • Develop and maintain strong relationships with landlords, estate agents, and other accommodation providers.
  • Inspect properties to ensure compliance with property standards and legal requirements.
  • Negotiate rental prices and incentive payments in line with Council procedures.
  • Maintain accurate records and update databases in real time.
  • Attend landlord forums, housing events, and external meetings to promote Harrow's initiatives.
About You

You will have:

  • Strong negotiation and communication skills, with the ability to deliver value for money.
  • Sound knowledge of private rented sector housing law, health and safety standards, and welfare reform.
  • The ability to work effectively under pressure and meet tight deadlines.
  • Confidence in building partnerships and influencing stakeholders.
Essential Requirements
  • A full UK driving licence, access to your own vehicle, and business insurance (as the role involves travel for business purposes).
  • Ability to work occasionally outside normal office hours to meet service needs.
