Procurement Manager: Lead Heavy Civils Contracts (Rail)

Are you a commercially driven Procurement Manager ready to anchor the supply chain for complex rail civil engineering packages?

We are seeking a commercial professional to join a Tier One Main Contractor, ensuring the optimal supply of materials and subcontract services for a major rail project in the North Chiltern area. This challenging role requires an individual capable of managing high-value contracts and driving site efficiency.

Location: North Chiltern (Specific site requires reliable transport access – driving licence is essential).

Rate: Highly Competitive Day Rate (to be discussed based on experience and Inside IR35 status).

Contract: Freelance (Inside IR35 assumed).

Schedule: Full-Time, 5 days a week (Monday - Friday), strictly site-based.

Your Mission: Strategic Procurement & Subcontract Management

Reporting to the Commercial Director, you will manage all supply chain and procurement activities, ensuring timely, cost-effective, and compliant resource delivery for heavy civils packages:

  • Subcontract Strategy: Develop and execute procurement strategies for major civils and rail-specific subcontract packages, ensuring competitive tendering and best value.
  • Contract Negotiation & Award: Lead negotiation and finalization of high-value subcontract agreements, ensuring all commercial terms align with main contract requirements (e.g., NEC forms).
  • Risk Mitigation: Proactively identify and assess supply chain risks, establishing contractual and logistical safeguards to maintain project schedule and budget certainty.
  • Stakeholder Liaison: Act as the critical interface between the site team, design teams, engineering leads, and suppliers to confirm material specifications, lead times, and logistical requirements.
  • Commercial Governance: Maintain rigorous compliance standards across all procurement documentation and ensure the smooth integration of procurement data with project reporting systems.
  • Supplier Performance: Monitor and report on key supplier performance indicators (KPIs), driving accountability and continuous improvement within the supply chain.
Essential Experience
  • Sector Expertise: Proven experience as a Procurement or Commercial Manager (5+ years) working directly for a Tier One Main Contractor in Heavy Civil Engineering or Rail Construction.
  • Contract Proficiency: Expert working knowledge and administration of NEC contracts (ideally NEC3/NEC4).
  • Commercial Acumen: Demonstrated history of delivering cost savings and mitigating commercial risk through effective negotiation and procurement strategy.
  • Mobility: Must possess a Full UK Driving Licence and be willing to work 5 days a week on site in the North Chiltern area.
