Job description

An exciting opportunity has arisen to fill a Procurement Lead post in the Commissioning and Procurement Department, with direct line management to the Service Manager - Procurement. This is are high-profile role leading and co-ordinating the procurement of services, ensuring thatthe Council delivers a high profile Priority Programme.

Key elements of the role will be to:

  • Procurement lead for the effective delivery of goods, works or services, for the Council in the Priority Delivery Programme.
  • Meeting any statutory responsibilities and ensuring achievable outcomes are realised within agreed resources.
  • Work as a Business Partner, to advise and support the directorates/teams with their procurement and contract management requirements.
  • Actively challenge and seek solutions to commissioning, procurement and contract management activities, across directorates, to identify opportunities for ensuring sustainable value and quality improvements.

If successful, you would work as part of a highly skilled Procurement team, to procure services, goods and works, which meet the identified needs of local residents, deliver improved outcomes, achieve value for money and support the Council Plan and the Sustainable Procurement Strategy. This is a high-profile role, which will provide you with the opportunity to work alongside a range of people, both within the Council and from other agencies and key stakeholder groups.

Who we are looking for

We are looking for an innovative and creative individual with skills, knowledge, and experience in procurement, who wants to make a difference. To be successful in the role you must have:

  • Degree/relevant professional qualification (CIPS level 4 or above), and/or relevant experience in this field.
  • Sound working knowledge of Public Procurement Regulations.
  • Experience in stakeholder/customer engagement.
  • A successful track record in developing effective working alliances, partnerships and services in a cross-agency environment.
  • Understanding and experience in applying risk management principles.
  • Excellent communication and presentation skills.
  • Knowledge of Social Value and Carbon Zero in Procurement.
  • Good problem solving and innovative thinking.
  • ICT competent.
