Job summary

West Midlands Combined Authority is seeking a Procurement Manager to lead end-to-end procurement across Midland Metro projects, ensuring value for money and strong governance.

You will engage senior stakeholders, manage complex tenders under PCR2015/UCR2016/PA2023, and drive social value, innovation and collaboration across the organisation. This 12-month fixed-term contract requires delivery of high-impact procurement outcomes.

Qualifications

• Experience running full Open Tenders independently under PCR2015/UCR2016/PA2023.
• Ability to develop procurement strategies and evaluate tender responses.
• Experience in strategic sourcing and engaging senior stakeholders.
• Proficiency with computerised financial systems.
• Ability to influence senior management and obtain buy-in.

Responsibilities

• Lead end-to-end procurement activity across complex, high-value projects.
• Apply social value requirements within procurements to maximise outcomes.
• Develop and implement procurement strategies aligned to priorities.
• Manage open tenders, competitive procedures and market engagement.
• Provide procurement advice to senior leaders and project teams.
• Identify opportunities for collaboration and value improvements.
• Build relationships with internal stakeholders, suppliers and partners.
• Support supplier mobilisation and contract implementation.
• Maintain governance, audit trails and compliance standards.
• Promote continuous improvement and best practice across procurement.
• Represent WMCA with external partners and suppliers.
