Job Overview

We are looking for a talented and dedicated individual to become a key member of our Public Sector team. This hybrid role offers the flexibility to work remotely across the country, with occasional visits to our Reading office to collaborate with the wider team. You will be working for an innovative, regionally focused organisation that leads the way in accelerating digital technology adoption across the West Midlands. As Procurement Lead, you will play a key role in delivering procurement and commercial solutions.

Responsibilities
  • Lead end‑to‑end procurement processes for goods, services and works in line with organisational statutory requirements.
  • Engage with clients to define requirements and develop specifications that support strategic outcomes.
  • Undertake strategic sourcing and benchmarking of products and services within the category and produce reports as a result.
  • Conduct market, product, supplier and organisational research to establish a base of knowledge about existing and future requirements and potential opportunities.
  • Identify and agree a programme of contracting activity to ensure that all contracts are renegotiated correctly.
  • Identify opportunities for improving value for money and cost efficiencies; assist in the development of detailed plans to meet efficiency cost savings targets.
  • Prepare and publish procurement notices, using the central digital platform (e.g., Find a Tender Service).
  • Prepare and publish tender documentation and apply appropriate procedures under the Procurement Act 2023, including Competitive Flexible Procedure, Open Procedure, and Direct Award within the e‑tendering portal.
  • Lead the evaluation of tenders.
Qualifications
  • Strong knowledge of procurement and supply chain principles within the public sector. Experience in managing end‑to‑end procurement processes, including tendering and supplier management. Familiarity with relevant legal and regulatory frameworks governing public sector procurement. Proven ability to analyse data and identify cost‑saving opportunities. Excellent communication and negotiation skills to engage with stakeholders and suppliers effectively. A professional qualification in procurement or supply chain management is desirable.
Job Offer
