Job description
Role Purpose

This role provides an opportunity to manage the review and development of Private Sector Rental policies that support the delivery of high quality Private Sector Rental services.

Responsibilities
  • To manage a policy review programme to ensure H&F’s policies and associated procedures are reviewed and up to date, and to undertake projects as required
  • To work with residents and stakeholders to ensure H&F’s Private Sector Rental policy framework is compliant, clear and effective.
  • To keep up to date with developments in Private Sector Rental Policy, legislation and guidance under review, and keep up to date with good practice in Private Sector Rental.
  • To build effective relationships with key stakeholders including Adult Social Care, Children’s Services, Resident Involvement, and strategic partners including social landlords, developers, private landlords, community and voluntary organisations in relation to Private Sector Rental issues.
  • To identify, monitor and evaluate policy issues and formulate policy responses
  • Support the development and maintenance of a detailed Private Sector Rental strategy evidence base including providing insight and data analysis on stock condition, Private Sector Rental needs, market conditions alongside wider socio-economic data such as the Index of Multiple Deprivation at Borough and Ward level
  • To maintain the policies and procedures SharePoint library
  • To build effective relationships with service managers across Private Sector Rental services.
  • To manage the approval and publication of policies, including preparing and managing Cabinet reports as required
  • To support the production of briefings on national policy changes, carrying out research to determine best practice and formulating innovative responses that meet the Council's key strategic objectives.
Requirements
  • To be educated to degree level or equivalent in a relevant subject, or have the equivalent experience of working in Housing or Private Sector Rental
  • To demonstrate an understanding of and commitment to Council policies in relation to Equal Opportunity, Customer Care and service delivery, and the ability to implement these policies in the workplace.
  • A detailed understanding of the Housing and/or Private Sector Rental policy environment
  • An understanding of policy, legislation and regulation issues around housing and or Private Sector Rental delivery, management and building safety
  • Partnership working across local authority departments, the wider Housing sector, and with voluntary and community organisations.
  • An understanding of local government and its operational and political processes
  • Excellent communication skills, both written and verbal
  • Ability to research information from a broad range of sources, to interpret complex and technical information and to analyse data to inform policy
