At HMP Forest Bank, we believe in rehabilitation, not just containment. We're looking for a dedicated and skilled Prison Offender Manager to play a vital role in supporting offenders through their sentence — helping reduce re-offending and promoting a safer society.

This is your opportunity to make a meaningful impact on people’s lives, work in a collaborative and supportive environment, and be part of a service that puts public protection and personal development at its core.

About the Role

As a Prison Offender Manager, you will be responsible for the assessment, sentence planning, risk management, and ongoing supervision of low to medium-risk offenders, and offer support in the case management of high-risk individuals.

You’ll build constructive relationships with offenders to encourage engagement with education, employment, and rehabilitation opportunities — ultimately supporting their safe and successful reintegration into the community.

This is a specialist delivery role, and you’ll have access to high-quality training, professional development opportunities, and the chance to work within a multidisciplinary team of professionals committed to reducing re-offending and supporting offender rehabilitation.

Key Responsibilities
  • Lead the full offender management process for low and medium-risk individuals.
  • Conduct timely and high-quality OASys assessments and sentence planning.
  • Provide professional advice and prepare reports for parole hearings, ROTL, MAPPA boards, and other justice agencies.
  • Liaise with internal and external partners to coordinate risk management strategies.
  • Encourage participation in rehabilitation, education, and employment programmes.
  • Attend and contribute to meetings, boards, and hearings.
  • Support probation officers with high-risk case management as required.
  • Maintain accurate and timely records using case management systems (e.g., PNOMIS, OASys).
  • Play a key role in safeguarding, public protection, and risk mitigation processes.
  • Engage in continuous improvement and contribute to a positive team culture.

  • Empathy and the ability to work with individuals from diverse backgrounds.
  • Experience working with people who face a range of social or personal challenges.
  • Understanding of key offending-related issues (e.g. substance misuse, accommodation).
  • Experience with risk assessment, risk management, and planning.li>
  • Confidence in challenging behaviours constructively and using professional authority.
Desirable:
  • A-Level or degree in Criminology, Psychology, Sociology, or related field.
  • Familiarity with national offender management standards and legislation.
  • Experience using OASys or other case management tools.
  • Experience representing organisations at formal hearings (e.g. parole boards, tribunals).
  • Experience supervising or supporting individuals in a professional or voluntary setting.
