Role – Principal Officer (Information Management & Business Change)
Location – GCHSCP, Commonwealth House, 32 Albion Street, G1 1LH
Contract Status – Permanent

At Glasgow City Health and Social Care Partnership (GCHSCP), our Business Development service supports transformation and continuous improvement across health and social care. We enable services to redesign how care is delivered, strengthen information governance, and make the best use of data and digital technologies - including modern collaboration platforms - to improve outcomes for citizens and staff. We also support the Glasgow City Integration Joint Board (IJB) in delivering its Strategic Plan through robust programme delivery, governance and service improvement.

This is a strategic leadership role, heading the Information Management & Business Change Team within Business Development. You will:

  • Lead digital transformation activity across the service - shaping and delivering initiatives that improve service design, data use and operational efficiency, including AI and emerging technologies.
  • Lead on information governance and records management, including Information Asset Governance, records lifecycle management, and EDRMS/SharePoint administration.
  • Act as a data steward, aligning practice to governance policies and structures; champion analytics governance and responsible data use.
  • Assure compliance and security, overseeing internal compliance arrangements such as physical site audits, data protection and information security, ensuring statutory obligations and breach protocols are met.
  • Deliver business change, leading ICT and non‑ICT improvement projects, programme support and service reform, including PIDs, risk registers, comms and engagement, and stakeholder events.
  • Provide strategic communications, producing clear reports, briefings, guidance and presentations for senior stakeholders.
  • Lead and develop the team, managing resources, prioritisation and staff development in line with organisational priorities.
  • Align to corporate strategy, ensuring work supports the HSCP Strategic Plan, Transformation Plan and relevant GCC/NHS policies, with agility to respond to evolving legislative and business needs.

You’ll be educated to Scottish Qualifications Framework SCQF Level 9 / equivalent professional qualification and/or have equivalent relevant experience. You'll bring excellent communication, negotiation and influencing skills; strong report writing and presentation capability; proven leadership and collaborative working; sound judgment under pressure; and advanced digital literacy with strong analytical skills. Knowledge of data protection and information security, information/records management, and national/local ICT & Digital strategies is essential. Experience within GCC, NHS or a similar complex organisation - including staff/resource management - is also essential.
