Description
  • Lead financial planning, budgetary control, capital financing and capital programme management processes including setting a balanced budget, evidence‑based forecasting and be accountable for the accuracy and reliability of the financial data and information submitted for the Public Realm and the Property and Assets divisions in Housing, Environment Communities (HEC) directorate.
  • Lead financial reviews and appraisals of projects in Public Realm and Property and Assets to support value for money and provide financial analysis for delivery options.
  • Deliver training to Public Realm and the Property and Assets staff in relation to accounting procedures, financial planning, financial controls and budgetary controls including awareness of financial regulations and financial approval requirements, to develop a high level of financial literacy across the division and ensure staff have the knowledge and skills to be effective in their roles.
  • Conduct monthly reviews of fleet income forecasts, incorporating year‑to‑date trends and service‑level insights to ensure robust financial planning.
  • Lead year end closing activities for service areas indicated above and respond to audit queries emanating from the year end process.
  • Ensure services are delivering on saving proposals and where proposals are slipping supporting the service to find alternative savings for the year.
  • Provide line management and professional oversight for one service accountant.
