Job summary

Halton Borough Council is seeking a Principal Strategic Housing & Investment Officer within the Regeneration Division to drive the Housing Strategy and strengthen the council's corporate approach to housing. The role requires degree-level qualifications and extensive project management experience in economic development, with strong negotiation, funding and procurement skills and cross-department collaboration.

• Familiarity with funding mechanisms and application procedures.
• Working knowledge of procurement, planning, highways, land contamination, flood risk and cross-department collaboration to ensure regulatory compliance.

Job description

An exciting opportunity has arisen within the Regeneration Division for a Principal Strategic Housing & Investment Officer. Following the adoption of the Council's Housing Strategy, we are creating a new strategic housing function within the Regeneration Division to drive delivery of the strategy and strengthen the Council's corporate approach to housing. Hours: 37 Your Contributions

For this role you will need degree-level or equivalent relevant professional qualifications, or expertise and be able to demonstrate evidence of continuous personal and professional development. In addition we are looking for candidates with the following attributes:

Key Attributes

• Extensive experience of project management and implementation of economic development programmes and projects and regeneration or business support initiatives
• Knowledge of the mechanisms and objectives of economic development and an understanding of general business growth issues
• Good negotiating skills which can be demonstrated as successful in economic development
• Knowledge of a range of funding mechanisms and a familiarity with application procedures
• A working knowledge of procurement, subsidy control, planning, highways, contaminated land, flood risk management and working with Council departments and external and external advisors to ensure compliance with legislative or regulatory requirements.
• Excellent organisational abilities, coupled with a high level of self-motivation and enthusiasm
