Weare a leading GP Federation that has led the development of primary careservices in the City of Central Manchester. Our size and embedded excellentrelationship with ourPrimary Care Networksenables us to deliverlarge scale and impactful services for our patients.

ThePCN management role covers 3 PCNs in Central Manchester, and will be thecentral operational lead for the network responsible for day to day delivery,compliance, workforce coordination, digital transformation and strategicdevelopment. You will be responsible for working coordinating with a team whichincludes finance, operational and business intelligence.

Main duties of the job

As Primary Care Network manager, you willco-ordinate and lead activities across three PCNs.

Typical tasks include Project Planning, engagingwith PCNs and associated stakeholders. The post holder will ensure a high levelof ongoing communication and engagement with all PCNs.

1. PCN Coordination & Delivery

  • Lead day-to-day operational management of the PCN.
  • Ensure full delivery of all PCN DES service specifications
  • Mobilise new services, ensuring delivery of KPIs.
  • Produce regular updates, dashboards and escalation reports for PCN leadership.

2. Programme, Performance & KPI Management

  • Deliver PCN transformation programmes
  • Manage IIF (where applicable), CAA, EA DES reporting, GPAD validation and ES dashboards.
  • Run searches, track outcomes and provide data driven recommendations.

3. Workforce & ARRS Management

  • Oversee the full ARRS lifecycle including recruitment, onboarding, job planning and supervision.
  • Work with finance manager to fulfil contractual, reporting and other financial obligations within the PCN DES

5. Digital, Data & Operational Transformation

  • Lead the PCNs digital strategy including online triage, telephony optimisation and patient communication systems.

6. Compliance, Governance & Quality Assurance

  • Work with Operational lead to maintain PCN-wide governance including risk register, audit cycles, policies and incident reviews.
  • Maintain alignment with CQC governance requirements for PCN delivered services.

7. Enhanced Access Service Management

  • Lead operational delivery of the Enhanced Access service.
  • Manage rotas, induction, governance and utilisation metrics.
  • Ensure compliance with workforce and appointment type reporting.

8. Stakeholder Engagement & Communication

  • Act as the primary operational contact for practices, ICB, borough teams, community providers and VCS partners.
  • Organise PCN meetings, MDT forums, operational huddles and stakeholder groups.
  • Produce agendas, minutes and action logs.
  • Coordinate with practices with estates planning including room utilisation and shared hub coordination.
  • Manage rotas for Enhanced Access, ARRS activity and across PCN clinics.
  • Maintain business continuity plans and support emergency response arrangements.
Person Specification
Experience
  • Operational management experience in the NHS
  • Previous experience in PCN or GP Federation management
  • Experience managing budgets, claims, KPIs and workforce.
  • Experience running searches, interpreting data and producing reports.
  • Experience delivering multisite or multiteam services.
  • Previously worked in similar position within the public or private sector, particularly within primary care
Qualifications
  • Degree or equivalent operational leadership experience
  • Project management or NHS leadership training
Skills and Attitude
  • Strong organisational and multitasking abilities.
  • Ability to interpret PCN DES, guidance, KPIs and specifications.
  • Excellent communication and relationship building skills.
  • Strong digital literacy including MS Office, EMIS and dashboard tools
  • Excellent time management skills, managing multiple workstreams, and able to flexibly respond to workload pressures
