Job Description

We're recruiting for an experienced Pre-Construction Manager (Business Development & Proposals) to join a leading contractor's South Wales & Bristol region.

Reporting to the Regional Pre-Construction Director, you'll take a key role in developing new business opportunities, managing key client relationships, and leading the proposal process to secure high-value projects across multiple sectors.

This position offers a hybrid working setup, with time split between Swansea and Clevedon offices, alongside occasional travel to other regional locations.

Key Responsibilities
  • Develop and manage a robust pipeline of opportunities across new and existing clients.

  • Build strategic relationships with clients, consultants, PQS's, main contractors, and other key influencers.

  • Support regional operations and business development teams to expand the external and end-user market.

  • Lead the production of high-quality tender submissions and proposals, ensuring competitive and compliant bids.

  • Coordinate bid teams and manage tender documentation, cost plans, and settlement presentations.

  • Report accurately on CRM, estimating, and cost planning programmes.

  • Attend client meetings, contribute to presentations, and support tender interviews.

  • Oversee bid/no-bid decisions and ensure alignment with company strategy and margin targets.

  • Develop and deliver social value plans that add client value and strengthen long-term relationships.

  • Collaborate with pre-construction, design, and estimating teams to ensure seamless project handovers.

  • Support regional and business development initiatives, sharing insights and best practice.

About You
  • Proven background in pre-construction, proposals, or business development within the engineering or construction sector.

  • Strong understanding of M&E design, estimating, and bid management processes.

  • Excellent communication, presentation, and negotiation skills.

  • Commercially aware with the ability to identify opportunities and drive client engagement.

  • Highly organised with the ability to manage multiple bids and deadlines.

  • Self-motivated, professional, and collaborative - capable of leading teams and influencing at all levels.

  • Proficient in Microsoft Office (Excel, Word, PowerPoint, Access).

  • Willing to travel regionally and occasionally stay overnight when required.
