Job summary

Harmony Fire is seeking a Pre-Construction Manager to lead Building Fabric pre-construction activity across London, owning the full bid lifecycle from enquiry through to submission and post-tender negotiation. Reporting to the Head of Pre-Construction, you will develop the London-based pre-construction function, mentor APCMs, and build strong client and consultant relationships to drive growth.

Qualifications

  • Proven experience in a pre-construction or estimating management role within building fabric or related disciplines such as passive fire protection or fire doors.
  • Strong commercial acumen with ability to price, manage margin and identify risks and opportunities.
  • Experience leading or mentoring a pre-construction team.
  • Excellent communication and stakeholder management with clients, consultants, and senior colleagues.
  • London-based, available full-time with a valid UK driving licence.

Responsibilities

  • Lead the London pre-construction function across the full bid lifecycle from enquiry to submission and post-tender negotiation.
  • Produce high-quality, competitive tender submissions for building fabric and passive fire works, ensuring accuracy and compliance.
  • Manage and develop the London pre-construction team, setting standards and mentoring APCMs.
  • Collaborate with estimating and design teams to ensure bids are fully scoped, accurately priced and technically sound.
  • Build and maintain relationships with clients, consultants and specifiers across London to drive growth.
  • Manage the live bid tracker and pipeline reporting for your region and coordinate timely submissions.
  • Support handover of won projects to the delivery team with clear pre-construction information.
  • Provide market intelligence and client feedback to senior leadership for pricing strategy and business development.
  • Monitor and improve pre-construction processes, tools and templates for efficiency and quality.
  • Attend client meetings, site visits, and pre-tender interviews as required.

We are looking for a Pre-Construction Manager to lead our Building Fabric pre-construction activity across London — owning the full bid process from enquiry through to submission, delivering high-quality tenders, and converting pipeline into won work. Reporting to the Head of Pre-Construction, you will take responsibility for the quality, accuracy, and competitiveness of everything that leaves your desk.

This is a commercially focused leadership role. You will manage and develop the pre construction team in your region, work closely with our estimating, design, procurement, and delivery teams, and build the client and consultant relationships that drive Harmony’s growth across London.

Key Responsibilities
  • Lead and own the pre-construction function across London — managing the full bid lifecycle from initial enquiry, through take-off and pricing, to submission and post tender negotiation.
  • Produce and sign off high-quality, competitive tender submissions for building fabric and passive fire works, ensuring every bid is accurate, compliant, and compelling.
  • Manage and develop the London pre-construction team — setting standards, mentoring APCMs, and building a high-performing function.
  • Work closely with the estimating and design teams to ensure bids are fully scoped, accurately priced, and technically sound.
  • Build and maintain strong relationships with clients, consultants, and specifiers across London — positioning Harmony as the partner of choice for building fabric works.
  • Manage the live bid tracker for your region, ensuring accurate pipeline reporting and timely submissions across all live opportunities.
  • Support the handover of won projects to the delivery team, ensuring pre-construction information is transferred clearly and completely.
  • Provide market intelligence and client feedback to the senior leadership team — informing pricing strategy, target sectors, and business development activity.
  • Monitor and improve pre-construction processes, tools, and templates to drive efficiency and submission quality across the team.
  • Attend client meetings, site visits, and pre-tender interviews as required, representing Harmony professionally and credibly.
Skills, Knowledge & Expertise
  • An A-player mindset — high standards, extreme ownership and the drive to do things properly, the first time.
  • Proven experience in a pre-construction or estimating management role within building fabric, passive fire protection, fire doors, firestopping, or a closely related construction discipline.
  • Strong commercial acumen — able to price accurately, manage margin, and identify risk and opportunity within bids.
  • Track record of winning work — experience converting pipeline into won contracts through high-quality submissions and strong client relationships.
  • Experience managing or mentoring a pre-construction team.
  • Excellent communication and stakeholder management skills — confident engaging with clients, consultants, and senior colleagues.
  • Highly organised and deadline-driven — able to manage a busy bid pipeline without compromising on quality.
  • Proficient in Microsoft 365 — particularly Excel, Outlook, Word, and Teams.
  • London-based and available full time.
  • Full UK driving licence.
