Possession Planner

Overview

An exciting opportunity awaits for an experienced Possession Planner / Safe System of Work (SSOW) Planner to join a dynamic business unit involved in diverse maintenance and infrastructure projects across the North West & Central region. This role involves coordinating access planning, developing associated documentation, and ensuring safe and efficient delivery of rail and civil engineering works within a busy asset management and maintenance framework.

About the Business Unit

The business operates within a fast-paced environment handling a wide range of infrastructure projects including bridges, embankments, stations, platforms, tunnels, structural steel works, and moving structures. They work with multiple clients and tier 1 contractors across civil engineering and rail sectors, managing both maintenance and new build projects.

Key Responsibilities
  • Collaborate with project management teams to develop and coordinate access planning strategies.
  • Work closely with Construction Management and Estimating teams to identify possessions that optimise work windows and adhere to project timelines.
  • Prepare and maintain Master, Contract, and Managing possession schedules, including supporting documentation.
  • Ensure timely submission of possession, isolation, and protection requests aligned with Network Rail planning processes and standards.
  • Plan and coordinate possession and protection arrangements, including safety-critical documentation in accordance with railway standards.
  • Monitor and update possession planning changes, highlighting risks or issues promptly.
  • Attend and / or organise meetings with clients and stakeholders regarding possession planning.
  • Assist in preparing entitlement submissions and manage associated documentation.
  • Identify project risks and opportunities related to access and planning, contributing to risk management strategies.
  • Liaise with other planning professionals and promote best practices across teams.
  • Submit requests for road closures as necessary.
Candidate Requirements
  • Proven experience as a Possession or Access Planner within a rail minor works environment.
  • PPS (Possession Planning System) planning access experience.
  • SSOW planning qualification at Core Level 2.
  • Valid PTS (Personal Track Safety).
  • Strong understanding of the Network Rail Rule Book, including interpretation of Sectional Appendices, Hazard Directory, and Environmental Assessments.
  • Hold a full British driving license.
Desirable
  • Certified as a Controller of Site Safety (COSS) & Engineering Supervisor (ES)
