Job summary

Kent County Council is seeking a Commercial Policy & Governance Officer to help shape and embed procurement policies, governance arrangements and assurance mechanisms across the authority. You will work with directorates to apply policy in a practical, proportionate way.

The role emphasises compliance, value for money and responsible procurement, with opportunities to engage across services and with external partners. Hybrid working and development opportunities are offered.

Qualifications

• Experience developing or supporting the implementation of policies, procedures, governance arrangements or assurance mechanisms.
• Experience supporting projects, programmes or improvement initiatives.
• Strong organisational and project coordination abilities.
• Excellent communication and stakeholder engagement skills.
• Good understanding of procurement, contract management or commercial governance.

Responsibilities

• Develop and implement KCC's procurement policies, procedures, governance and assurance arrangements.
• Monitor, evaluate and improve policy implementation across KCC.
• Carry out horizon scanning to align with legislative developments and improve procurement practice.
• Help shape best practice guidance and support cross-Council compliance with public procurement regulations.
• Support governance and assurance processes, including procurement boards and panels.
• Build strong relationships with colleagues and external partners to support governance and continuous improvement.
