La Fosse Associates is seeking an experienced PMO Lead to support a major UK Government transformation programme. You will own governance, planning, reporting, risk management and assurance, working with senior programme leadership to drive effective delivery.

The role requires expert PMO capabilities, experience in government projects, and strong governance discipline to build robust controls and provide insightful management information.

Qualifications

• PMO leadership experience in large, complex programmes.
• Experience delivering government or regulated projects.
• Solid knowledge of portfolio, programme and project management.
• Hands-on with P3M3 maturity assessments and reviews.
• Experience preparing for IPA, Gateway or similar reviews.
• Strong MoR or similar risk management approach.
• Excellent planning, reporting and dashboard skills.
• Proven stakeholder management with senior leadership.
• Experience supporting workforce planning and resourcing.

Responsabilités

• Lead and continuously improve PMO services across a complex government programme.
• Establish and maintain programme governance, controls, reporting, and MI.
• Develop consistent planning methodologies, using Azure DevOps when suitable.
• Oversee risk and issue management with clear ownership and escalation.
• Produce high-quality dashboards and executive management information.
• Provide P3M advice, challenge and assurance to stakeholders.
• Coordinate quality reviews and drive continuous improvement.
• Prepare for IPA, Gateway and other independent assurance reviews.
• Conduct PPM maturity assessments using P3M3 or similar frameworks.
• Support workforce and resource planning, recruitment, onboarding and capability development.

The Opportunity

La Fosse is supporting a major UK Government department in the recruitment of an experienced PMO Lead to support a complex, high-profile transformation programme.

This is an opportunity for an established PMO professional to take ownership of programme governance, planning, reporting, risk management and assurance, working closely with senior programme leadership to drive effective delivery.

The successful candidate will play a key role in developing and improving the Programme Management Office, establishing robust controls and providing the insight, structure and challenge needed to support programme delivery.

Key Responsibilities

• Lead and continuously improve PMO services across a complex government programme.

• Establish and maintain effective programme governance, controls, reporting and management information.

• Develop consistent programme planning methodologies, utilising Azure DevOps where appropriate.

• Oversee programme risk and issue management, ensuring clear ownership, mitigation and escalation.

• Produce high-quality programme dashboards, delivery reports and executive-level management information.

• Provide expert P3M advice, challenge and assurance to senior programme stakeholders.

• Coordinate programme quality reviews and support continuous improvement.

• Lead preparations for IPA, Gateway and other independent programme assurance reviews.

• Conduct PPM maturity assessments using P3M3 or comparable frameworks.

• Support workforce and resource planning, recruitment, onboarding and capability development.

• Build strong working relationships across programme leadership, delivery teams and wider stakeholders.

Skills & Experience Required

We are particularly interested in candidates with:

• PMO Leadership: Significant experience establishing, leading or improving PMO functions within large, complex programmes.

• Government Programme Delivery: Experience operating within UK Central Government or similarly regulated environments.

• P3M / Programme Governance: Strong knowledge of portfolio, programme and project management methodologies, governance and controls.

• P3M3: Practical experience assessing and improving programme or portfolio management maturity.

• Programme Assurance: Experience preparing for IPA, Gateway or equivalent independent assurance reviews.

• Risk Management: Strong understanding of Management of Risk (MoR) or comparable structured approaches.

• Planning & Reporting: Advanced programme planning, reporting and dashboard development capabilities, ideally with Azure DevOps.

• Stakeholder Management: Confidence engaging with Programme Managers, Senior Responsible Owners and senior delivery stakeholders.

• Resource Management: Experience supporting workforce planning, resource allocation and team development.
