Job description

The Government Property Agency is the largest property holder in government, with more than £2.1 billion in property assets and over 55% of the government’s office estate.

We are transforming the way the Civil Service works by creating great places to work, leading the largest commercial office programme in the UK, working towards halving carbon emissions from government offices, and achieving greater value for taxpayers. And we are looking for innovative, solutions-focused people to join our team.

Representing the best covenant in the UK – His Majesty’s Government – we are leading significant transformational programmes such as the Government Hubs Programme, Whitehall Campus Programme and Net Zero Programme. We are also delivering cost- effective property services such as asset management, lifecycle replacement and workplace services.

Innovation and progress underpin our behaviours. We foster a culture of lifelong learning, where curiosity and self-improvement are encouraged. Our four core values are at the heart of everything we do. They shape our culture and guide how we work, lead and grow together:

  • Striving for excellence - We always aim to deliver great results
  • Empowering through respect - We insist on fair treatment for all, always
  • Acting with integrity - We consistently do the right thing
  • Succeeding together - We rely on each other to achieve success

The GPA is committed to representing the communities we serve by making Diversity, Equality and Inclusion part of everything we do.

To ensure that we are always recruiting and retaining a diverse mix of talent, we are particularly inviting applications from candidates who are disabled, ethnically or gender diverse, and people who identify as being part of the LGBTQ+ community.

Join our dynamic and diverse team that leads with purpose, improving sustainability, nurturing social value, driving inclusivity and flexibility, and kickstarting economic growth.

We are driven by purpose, and you can be part of it too: where you make a meaningful impact; where you influence; where your voice really matters; where you help to shape our future direction.

The Chief Digital & Information Office is on a mission to create a transformed, more efficient digitally enabled organisation that provides better outcomes for everyone by 2028, and this role has the opportunity to help spearhead our Digital & Data strategies and ongoing transformation.

To date, Digital & Data have had a significant role to play, in supporting the GPA’s 2030 vision of a transformed, shared, sustainable and value for money government estate, rapidly moving the organisation from a start-up to scale-up organisation.

Going forward as part of the Government Spending Review process we have a pivotal opportunity to influence and shape our future, to focus on prioritised areas to better respond to our clients, customers and GPA teams. Taking a paradigm shift towards developing services that are even more fit for purpose to support the next stage in GPA’s evolution, scale and innovate our services to be more efficient and effective over a longer period, supporting innovation and growth.

As a result, we require 3 PMO Analysts to support our Digital and Data portfolio. These are pivotal roles in ensuring the successful delivery of projects, focusing on the efficient management of resources, timelines, dependencies and risks. The ideal candidates will have experience in managing large-scale programmes, with a strong background in digital and data projects management and PMO operations.

These roles will provide critical analysis, reporting, and process control, focussing on delivering value, enforcing governance, and providing data-driven insights to help leadership make informed decisions.

  • Enhance Digital & Data Portfolio Management: Provide centralised support to G6 leads and Project Managers, focusing on resource management, risk mitigation, governance adherence, reporting, and business plan delivery for a more cohesive delivery model.
  • Improve Performance & Delivery Reporting: Develop and implement better status updates and metrics that are linked to time, cost, quality, and scope to enhance performance and delivery reporting.
  • Strengthen Governance and Oversight: Ensure that standard processes, frameworks, and tools for managing digital and data projects are consistently followed.
  • Manage Agile Tools: Utilise project and portfolio management tools such as JIRA, Azure DevOps, and Confluence to maintain data integrity and consistency for reporting.
  • Optimise Resources: Oversee resource allocation across digital and data initiatives, effectively balancing competing demands for staff, technology, and budget.
  • Enhance RAID Management: Ensure that risks, assumptions, issues, and dependencies are thoroughly understood and effectively managed.
  • Centralise Budget Planning: Support Project Managers with comprehensive budget management.
  • Foster Cross-Functional Collaboration: Act as a liaison between technical and business teams, ensuring both perspectives are considered in project planning and execution.
  • Drive Continuous Improvement: Capture lessons learned and implement iterative improvements to processes and practices.
