Job summary

Gladman Developments, part of Barratt Redrow PLC, seeks a Planning Manager to lead planning strategies and secure permissions for major sites in Congleton and surrounding areas. You will work within the Planning & Projects department, directing reports, coordinating with directors and junior planners, and driving planning submissions.

You will draft strategic plans, manage engagement with landowners and authorities, and mentor junior planners while maintaining strict deadlines and quality

Qualifications

  • Planning degree or equivalent qualification and eligibility for RTPI Membership.
  • Extensive planning experience in consultancy or local planning.
  • Experience of instructing and negotiating Section 106 agreements.
  • Experience of promoting sites through development plan and planning applications.
  • Significant experience of preparing reports to support planning applications and site allocations in Local Plans.
  • Demonstrable experience in undertaking research projects to support project delivery.
  • Ability to formulate and implement clear site-promotion strategies with limited senior input.
  • Understanding drivers for growth at local, regional and national levels.
  • Excellent writing and verbal communication skills.
  • Ability to communicate with different audiences.
  • Ability to work independently or as part of a team.
  • Effective time management.
  • Strong organisational and coordination skills.
  • Ability to build rapport with internal and external stakeholders.
  • Strong work ethic.

Responsibilities

  • Drafting and signing off reports to support planning applications, appeals and policy presentations.
  • Support the Planning Directors and Senior Project Managers, and contribute to broader planning matters.
  • Reviewing reports from external consultants and providing feedback.
  • Conduct research for site promotion and planning submissions.
  • Produce well-researched reports and representations for site promotion and planning submissions.
  • Attend meetings with landowners and agents to secure new sites for promotion.
  • Set out planning and engagement strategies for sites and ensure implementation.
  • Undertake site visits and meetings with landowners, agents and local authority officers.
  • Draft instructions to Counsel and coordinate with solicitors on s106 planning obligations.
  • Ensure contractual obligations on site promotion are met.
  • Manage workload and delegate tasks to meet deadlines.
  • Conduct public engagement, including formal consultation events.

Reporting to the Planning Director / Senior Planning Director as Planning Manager you will be w orking within the Planning & Projects department to achieve planning permissions by promoting major strategic sites through the development plan process and by way of planning application. You will often be the Lead Planner assigned to a site working under a Senior Project Manager/Planning Director as Project Lead. You will be involved with formulating the planning strategy for sites and implementing once agreed. The role will require an ability to think strategically in the short and longer term. You will also be expected to delegate effectively and in doing so help with the professional development of junior planners within the team.

Responsibilities:

  • Drafting and signing off reports to support planning applications, appeals and policy presentations.
  • Support the Planning Directors, and Senior Project Managers as required, but also a wider brief on planning matters as requested by senior colleagues.
  • Reviewing reports produced by external consultants, providing feedback and final sign off.
  • Complete research and reading to assist in developing a strategy for the promotion/allocation/planning application of a site.
  • Producing well researched and presented reports and representations to assist in the promotion of sites and/or preparing reports to accompany the submission of planning applications.
  • Attending meetings and interviews with prospective landowners and agents to help secure new sites for the business to then promote.
  • Setting out planning and engagement strategies for sites, then ensuring their implementation.
  • Undertaking site visits and meetings with landowners, agents and local authority officers.
  • Drafting documents for planning appeals and attending appeal inquiries/hearings.
  • Drafting hearing statements and attending Local Plan examinations
  • Drafting instructions to Counsel and working within internal and external solicitors on s106 planning obligations.
  • Ensuring contractual obligations on the promotion of our sites are met.
  • Effective management of workload and keeping to task deadlines, this will require delegation of tasks.
  • Carrying out public engagement, including formal consultation events where necessary.
  • Assisting planners and graduate planners within your team with any queries they may have in a positive and constructive manner.
  • Co-ordinating and inputting to complex planning research tasks.

To be successful in the role, we are looking for:

  • Experience of working within an environment focused on the promotion of sites through the development plan and planning application process.
  • Significant experience of preparing reports to support the submission of planning applications and/or the allocation of sites in a Local Plan.
  • Demonstrable experience of undertaking research projects to support the delivery of a project.
