Job summary

HSCCA (Hampshire and Solent Combined County Authority) is seeking an experienced analyst to strengthen performance, benefits and evaluation workstreams. You will help decision-makers assess value, evidence and impact, and deliver decision-ready reporting including dashboards and summaries.

Working in a highly accountable public sector environment, you will develop measures, track baselines and evidence, and provide analytical challenge to improve credibility and value for money.

Qualifications

  • Experience in performance analysis, benefits management, evaluation and assurance.
  • Experience in programme or project monitoring and data analysis.
  • Strong analytical and numerical skills with ability to interpret complex information.
  • Ability to produce clear reporting including dashboards and summaries.

Responsibilities

  • Develop and strengthen performance, benefits and evaluation approaches with clear measures and baselines.
  • Create meaningful performance measures, indicators and evidence requirements linked to outputs and outcomes.
  • Produce decision-ready performance intelligence for governance, including dashboards and briefs.
  • Identify trends, risks and opportunities from performance and benefits data.
  • Provide analytical challenge to improve quality and credibility of information.

Job description

We are building a new Combined County Authority for Hampshire and the Solent, bringing together partners across Hampshire, the Isle of Wight, Portsmouth and Southampton to bring investment to the region and to create opportunities for our people, places, communities and businesses.

The Role

Sitting within HSCCA’s wider delivery, assurance and governance model, the role will strengthen performance and benefits information while remaining distinct from programme delivery. It will help decision-makers assess whether delivery is achieving value, whether benefits are credible and whether the evidence is robust enough to support assurance, scrutiny and improvement.

In a highly accountable public sector environment, the role will help build the practical performance, benefits and evaluation capability HSCCA needs to make transparent, evidence-based decisions and demonstrate outcomes, impact and value for money.

What you’ll be doing?
Role

In this role, you’ll play a crucial part in ensuring our teams have the tools, knowledge, and processes they need to deliver a high-quality service. You will:

  • Help develop HSCCA’s performance, benefits and evaluation approach, establishing clear and consistent methods for defining measures, setting baselines, tracking progress, evidencing benefits and understanding impact.
  • Develop and maintain meaningful performance measures, indicators, benefit profiles and evidence requirements that are proportionate, clearly defined and linked to intended outputs, outcomes and impacts.
  • Produce clear, accurate and decision-ready performance and benefits intelligence for governance, oversight and management, including dashboards, summaries, exception reporting, narrative analysis and supporting evidence.
  • Interpret performance and benefits information to identify trends, risks, dependencies, underperformance, opportunities and implications etc.
  • Provide constructive analytical challenge where measures, assumptions, evidence or reporting are incomplete, inconsistent or unclear, helping colleagues strengthen the quality and credibility of performance and benefits information.
What we’re looking for?
We’re Looking For Someone With
  • Experience in performance analysis, benefits management, evaluation, assurance, programme or project monitoring, data analysis or a closely related field.
  • Understanding of performance management and benefits realisation, including defining measures, establishing baselines, tracking delivery, assessing evidence and supporting evaluation.
  • Strong analytical and numerical skills, with the ability to interpret complex information, identify trends, test assumptions and draw out implications for decision-makers.
  • Ability to produce clear, accurate and decision-ready reporting products, including dashboards, narrative summaries, performance commentary, exception reports and briefings.
  • Good understanding of governance, assurance, accountability and value for money expectations in a public sector or similarly regulated environment.
  • Desirable: Familiarity with HM Treasury Green Book principles, Magenta Book evaluation principles, local assurance frameworks, public sector audit expectations or portfolio, programme and project management good practice.
