About the Team

With a passion for People Management and a desire to continue building a HR and L&D generalist foundation for a future career the People Operations Manager will provide support to the Senior People Business Partner who is responsible for HR business partnering, leading the agency’s approach to workforce planning, delivering on the agency HR people priorities and leading HR operational delivery across the people team.

The GIAA People and Culture Team is a small and busy team, and this role requires a confident, experienced HR and L&D generalist. You will be required to use your HR and L&D knowledge combined with strong IT skills to support and deliver on a wide range of HR and L&D activities including producing workforce planning metrics, collating and providing HR and L&D data, leading on our L&D hub, building and maintaining positive working relationships with learning providers, professional accountancy and internal audit institutes, participating in HR/L&D projects and be the link to government wide talent.

You will have enthusiasm for continuous improvement and learning to support high quality HR and L&D service offering across GIAA.

About the Job

In this role, you will:

  • Work in collaboration within our MI team, managers and the wider people team to collate and maintain HR data to inform intelligent workforce planning decisions across the Agency, including forecasting.
  • Lead on the annual People Survey, collaborating with Finance to test annual pay data and responding to government stakeholder commissions and ad hoc returns.
  • Support and maintain the data in the Learning and Development (L&D) Hub covering all aspects of learning and development across the Agency, including understanding the latest civil service offers both for learning and talent management. Be the main point of contact for all L&D related queries, resolving service issues and identifying areas for continuous improvement.
  • Support and co-ordinate the commission and delivery of learning programmes via Civil Service Learning, external providers and in house initiatives.
  • Support the Professional Trainee Development Manager with the administration of the apprenticeship programme.
  • Produce clear and accurate MI to demonstrate learning programme effectiveness and mandatory learning compliance.
  • Support and deliver on a wide range of HR projects, Equality, Diversity and Inclusion activity and developing people policies.
  • Act as single point of contact for pension information and all L&D related queries, responding to queries, resolving service issues and identifying areas for continuous improvement.
  • Support the wider People Team with undertaking JEGS analysis for newly created roles as required.
About You

We are looking for individuals with a recent experience of working in an operational HR and L&D team with a good generalist background knowledge in HR and L&D, including the employee lifecycle. You will have strong organisational skills, excellent IT proficiency, particularly in the use of excel, ability to accurately produce and analyse data with a keen eye for detail. You will have experience of providing support to a business partnering and L&D service including problem solving and making effective decisions. You will have enthusiasm for continuous improvement and learning to support a high-quality HR and L&D service offering across GIAA and be an excellent communicator and strong team player with the ability to prioritise a busy workload meeting changeable deadlines.

Qualifications

Level 5 Chartered Institute of Personnel and Development (CIPD) qualification or equivalent experience at an Associate level within the HR Profession Framework.
