Job summary

North East and North Cumbria Integrated Care Board is seeking a senior People Manager to lead a high-performing HR service and partner with managers and leaders across the region.

You will provide expert HR guidance, oversee workforce projects, and drive policy development to support modernisation and service redesign in England’s largest Integrated Care System.

North East and North Cumbria Integrated Care Board is seeking an enthusiastic and highly skilled People Manager to join our People Team. This is an exciting opportunity to play a pivotal role in delivering a high-quality people service, supporting managers and senior leaders, and helping shape the future workforce across our organisation.

Main duties of the job

As a senior member of the People Team, you will provide expert professional advice on a broad range of workforce issues, leading on complex employee relations matters, organisational change programmes, consultations, workforce projects and policy development. You will work closely with managers, directors, Trade Union representatives and key stakeholders to deliver workforce solutions that support organisational priorities and enhance employee experience.

You will also:

  • Lead and manage the provision of an effective operational HR service.
  • Provide expert advice on employment law, NHS terms and conditions and organisational change.
  • Support and develop managers to handle workforce matters confidently and effectively.
  • Build productive relationships with Trade Union and Staff Side representatives.
  • Lead complex workforce projects, including service redesign, consultation exercises and TUPE transfers.
  • Develop and review people policies, procedures and workforce initiatives.
  • Contribute to strategic workforce planning and organisational development programmes.
Working for our organisation

Our Integrated Care Board (ICB) is the largest in the country.

The ICB is responsible for ensuring that high quality and safe health services are accessible to all of our communities. It has a wide range of functions, including; promoting integration of health and care services, improving peoples health and well-being, reducing health inequalities.

With a £6.6 billion budget and a workforce of 170,000 people across the North East and North Cumbria. As well as strategic functions, ICB staff also work at place level with local health and wellbeing boards in each of our 14 local authority areas. These teams also work alongside our 67 primary care networks which are groups of local GP practices, social care teams and other community- based area providers.

The ICB works with our Provider Collaborative too, this includes the 11 NHS Foundation Trusts in the region, to deliver our shared priorities.

Detailed job description and main responsibilities

You will have:

  • Chartered CIPD membership and a relevant master's level or CIPD Level 7 qualification, or demonstrable equivalent experience.
  • Significant experience of leading and managing people teams, with a strong focus on timely delivery and outcomes.
  • Extensive experience of providing expert HR advice and support at a senior level.
  • A strong track record of successfully managing complex employee relations casework and organisational change.
  • Knowledge and practical experience of TUPE transfers, consultation and workforce transformation programmes.
  • Excellent written and verbal communication, influencing and stakeholder management skills.
  • The ability to analyse complex information, assess options and provide pragmatic, evidence-based and legally compliant recommendations.
  • Political awareness and the confidence to operate effectively in a complex organisational environment.
Qualifications
  • Chartered Member CIPD
  • Masters Level Qualification of demonstrable equivalent experience
Experience and Knowledge
  • Significant experience of successfully leading and managing a team of staff with evidence of a strong focus on timely delivery of outcomes and achievements.
  • Experience of designing and delivering complex projects and workforce development initiatives. Knowledge of the HR agenda facing the NHS.
  • Demonstrable evidence of working on own initiative.
Communication Skills
  • Excellent written and verbal communication skills, ability to receive and communicate highly complex, sensitive and contentious information.
  • Significant experience of providing expert, HR professional advice and support at a senior level.
