Transport for Greater Manchester (TfGM) is recruiting a People Advisor to own a varied employee relations caseload, advising managers and supporting investigations through to resolution. The role also involves contributing to policy review and the development of practical guidance and resources for managers.
You'll join the Employee Relations and Policy Centre of Excellence within the People Team, supporting adoption of fair, consistent outcomes and helping shape workplace policies.
Are you an experienced People professional who enjoys getting stuck into employee relations casework, giving managers practical advice and helping shape policies that work in the real world?
This is a hands‑on role where employee relations casework is a significant part of your day‑to‑day work. You’ll manage a varied caseload across disciplinary, grievance, attendance, probation and capability matters, while also contributing to the development and implementation of our People policies and guidance.
We’re looking for someone who is confident managing cases, comfortable having challenging conversations and motivated by achieving fair, consistent outcomes for colleagues.
As a People Advisor, you’ll take ownership of a varied employee relations caseload, supporting managers from initial advice through to resolution. You’ll provide practical guidance on policy and process, support investigations, hearings and meetings, prepare documentation and ensure cases move forward effectively.
Casework sits at the heart of the role, but you’ll also have opportunities to contribute beyond individual cases. You’ll support the review and implementation of People policies, develop guidance and resources, contribute to organisational change activity and use casework trends and workforce information to identify where we can improve the experience of our colleagues and managers.

You’ll join our Employee Relations and Policy Centre of Excellence within the People Team, helping us make sure managers have the confidence, advice and policies they need to manage people well. From resolving individual employee relations cases fairly and consistently to helping shape policies that improve people’s experience at work, your work will contribute to an organisation where colleagues can thrive and, ultimately, deliver better outcomes for the communities we serve.
What you do and how you do it is important – whatever type of role you work in at TfGM – and even small behaviours and actions can have a really big impact. At TfGM, our behaviours bring to life our values of Deliver, Care and Adapt.
You’ll bring hands‑on experience of employee relations casework within an HR or People function, including disciplinary, grievance, absence or capability processes. You’ll be confident interpreting and applying People policies, exercising sound judgement and giving clear, practical advice to managers.
You’ll also have experience of working with confidential information, building effective stakeholder relationships and working in a unionised environment. You’ll be comfortable using HR or People systems and workforce information to identify themes, trends and emerging risks. You’ll be CIPD qualified, working towards CIPD, or bring equivalent professional experience, alongside evidence of continuing professional development.
This is a Permanent role with a salary of £36,198 - £41,281 depending on skills and experience
