PCN Finance Manager

We are seeking a motivated and organised Finance Manager to join our friendly Primary Care Network (PCN). This is a part-time role (20-25 hours per week/3 days), with flexibility on days for the right candidate. This is not a remote working position; the candidate will be required to work from the office.

The successful applicant will work closely with the PCN Operations Manager and Board members to ensure the smooth financial running of the PCN.

Main duties of the job

Key responsibilities include:

  • Day-to-day bookkeeping and financial management of the PCN.
  • Use of Sage/Xero for financial record-keeping.
  • Cash Flow Management.
  • Preparation of financial reports to support PCN Board members in decision‑making.
  • Processing invoices, payments, and reconciliations.
  • Payroll and pension administration.
  • Liaising with external accountants and stakeholders where required.

As a growing organisation, we place great emphasis on strong governance, financial sustainability, and effective operational delivery. The Finance Manager will play a key role in ensuring our resources are managed efficiently to support ongoing service development and innovation across the PCN.

Job responsibilities

Key responsibilities include:

  • Day‑to‑day bookkeeping and financial management of the PCN.
  • Use of Sage for financial record‑keeping.
  • Cash Flow Management.
  • Claims.
  • Payroll.
  • Management of all PCN finances.
  • Participate in finance meetings.
  • Assist with the preparation of month and year‑end reports and other ad hoc tasks as and when required.
  • Providing presentations on the current financial situation.
  • Forecasting the finances.
  • Stock Ordering.
  • Update databases and spreadsheets – Excel, Google Sheets.
  • Preparation of financial reports to support PCN Board in decision‑making.
  • Processing invoices, payments, and reconciliations.
  • Supporting payroll and pension administration.
  • Liaising with external accountants and stakeholders where required.

Secondary responsibilities

  • Act as the primary point of contact for finance‑related matters with NHSE, the ICB and the PCN’s accountant.
  • Attend and actively participate in management meetings.
  • Attend any external meetings pertinent to the role of Finance Manager.
Person Specification
Qualifications
  • AAT Accounting Qualification, preferably at level 4 or equivalent demonstrable experience.
  • Educated to degree level in healthcare or business.
Skills and Knowledge
  • Good communication.
  • Experience of Microsoft Office software.
  • Knowledge and experience of using Xero and/or Sage financial system.
  • Experience of financial planning and forecasting.
  • Ability to work without direct supervision and use own initiative.
  • Ability to work well in an integrated and multi‑skilled team.
  • Ability to work well and remain calm under pressure.
  • Ability/willingness to travel to other sites to work during work hours when necessary.
  • Ability to self‑motivate, organise and prioritise own workload.
  • Flexibility of working hours/ability to attend meetings or training as required.
  • An understanding, acceptance and adherence to the need for strict confidentiality and financial compliance and regulations.
Experience
  • Experience in accountancy or financial management.
  • Proficiency in Sage and/or Xero (or equivalent financial software).
  • Strong organisational and communication skills.
  • Experience of primary care/running costs for NHS organisations.
