Payments Policy Technical Specialist

Department: Policy

Salary: London only ranging from £79,300 to £120,000 per annum (salary offered will be based on skills and experience)

About the PSR

The Payment System Regulator (PSR) is an independent economic regulator focused on ensuring payment systems work well for everyone. It is a subsidiary of the Financial Conduct Authority (FCA) and will be consolidated into the FCA in March 2025. The Policy team drives delivery of the PSR’s strategy and offers opportunities to work on policy development and analysis, project delivery and stakeholder engagement.

Key Responsibilities
  • Provide advice to the PSR about the UK’s interbank payment systems (the Faster Payments System and Bacs) to shape policy-making.
  • Deliver expert advice and industry insight on strategic, commercial, operational and technical aspects of payments and payment systems to support the Policy division.
  • Articulate complex matters clearly to non‑technical stakeholders, including contributing to and reviewing written documents for internal governance and external publication.
  • Engage with a network of industry and external stakeholders to stay abreast of developments and promote PSR objectives.
  • Represent the PSR in external meetings and conferences, including giving presentations and participating in panels.
  • Develop and deliver internal training modules and teach‑ins to support colleague development.
What You Will Get From the Role

In addition to the above responsibilities, you will:

  • Work on high‑impact policy initiatives such as preventing authorised push payment scams and collaborating with the Bank of England on upgrading Faster Payments and Bacs.
  • Contribute to the PMR’s strategic agenda and collaborate closely with FCA and other regulators.
Skills and Experience
Minimum
  • Proven experience in the operation and use of interbank payment systems and the services they support.
  • Experience with payment technology (e.g., encryption, FinTech providers, payments APIs, open banking, AI).
  • Experience in the UK payments industry and knowledge of key stakeholders.
Essential
  • Excellent written and verbal communication skills, capable of conveying complex legal and regulatory concepts to diverse audiences.
  • Strong technical understanding of payment systems and infrastructure for effective analysis, troubleshooting and support of end‑to‑end payment processes.
  • Analytical thinking and problem‑solving skills, with the ability to derive well‑judged conclusions from complex concepts.
  • Proven experience working in multi‑disciplinary teams, including economists, lawyers, communications specialists and policy advisors.
  • Excellent stakeholder management skills, capable of influencing and building trust with senior leaders and external stakeholders.
