Parking Services Manager – Parking Operations & Enforcement
Overview

Carrington West is recruiting an experienced Parking Services Manager to lead and develop a comprehensive parking operation covering on‑street parking, off‑street car parks, civil parking enforcement, and moving traffic enforcement. This position is ideal for a professional with a background in parking operations, enforcement, and transport management who is looking to take ownership of a high‑profile service and deliver strategic and operational improvements. You will manage all aspects of parking services including staff, contractors, budgets, and technology systems, ensuring efficient, compliant, and customer‑focused delivery of parking and enforcement functions.

Key Responsibilities
  • Develop, deliver, and maintain the organisation's Parking Strategy, ensuring compliance with all legislation and alignment with traffic management and sustainability objectives.
  • Lead the day‑to‑day operation of parking enforcement, permit management, and car park services across multiple sites.
  • Oversee parking contract procurement, supplier performance, and service‑level agreements to ensure value for money and quality outcomes.
  • Manage all parking IT and technology systems including enforcement databases, customer payment portals, ANPR, CCTV, and pay‑and‑display machines.
  • Take ownership of on‑street and off‑street parking operations, including signage, lines, cameras, and traffic orders.
  • Support the expansion of electric vehicle charging infrastructure and sustainable transport initiatives.
  • Produce and monitor performance metrics, KPI reports, and financial forecasts to ensure service targets are met.
Leadership and Management
  • Lead, motivate, and develop the Parking Team to ensure strong performance, professional growth, and continuous improvement.
  • Produce annual service plans and parking reports, setting clear objectives and monitoring progress.
  • Provide strategic advice and operational updates to senior stakeholders and project partners.
  • Manage the parking services budget, ensuring accurate forecasting, variance control, and financial sustainability.
Experience and Skills Required
  • Proven experience as a Parking Services Manager, Parking Operations Manager, or Traffic and Enforcement Lead.
  • Strong leadership and people management skills with the ability to inspire and develop a team.
  • Comprehensive knowledge of the Traffic Management Act, Highways Act, and related parking enforcement legislation.
  • Experience in contract management, procurement, and performance monitoring.
  • Proficiency with parking software, permit systems, and data analysis tools.
  • Excellent communication skills and experience engaging with senior management and external partners.
  • Strong report writing, presentation, and stakeholder management abilities.
Desirable Skills
  • Experience in electric vehicle infrastructure projects, smart parking systems, or digital enforcement technologies.
  • Strategic thinker with a commercial mindset and a customer‑focused approach.
  • Strong analytical, problem‑solving, and decision‑making capability.
