Job summary

Network Plus is seeking a Health, Safety, Environment and Quality (HSEQ) Lead to provide technical pragmatic HSEQ advice to the operational team. You will embed Group HSEQ systems and act as a senior advisor across overhead line construction and high-risk electrical operations.

The role requires leadership of a team, governance across contracts, and driving continuous improvement with clients and regulators, including travel across the UK.

Qualifications

  • Occupational Health and Safety qualification e.g. NEBOSH Diploma.
  • Comprehensive working knowledge of the interpretation and application of HSE legislation within a high-risk operation
  • Substantial working knowledge and application of the Construction Design and Management Regulations (CDM)
  • Technical knowledge and experience in the Overhead Lines sector
  • Experience of leading significant HSEQ incident investigations and establishing Root Cause Analysis supported by formal training
  • Substantial working knowledge and the application of ISO9001, ISO14001 and ISO45001 into operational standards and arrangements.
  • Experience of implementing robust level 1 assurance programme and undertaking audits.
  • Willingness to travel with full UK Driving License

Responsibilities

  • Act as the trusted Senior HSEQ Manager to the Contract Leadership Team and Client, providing assurance that all operational activities are delivered in full compliance with contractual, client, business and statutory requirements, with risks effectively identified, managed and controlled.
  • Lead the implementation of the business HSEQ strategy that drives operational excellence, supports business objectives and a high-performing contract/s.
  • Develop and embed a robust assurance framework, including monitoring, auditing and Level 1 assurance programmes, ensuring effective governance and visibility of HSEQ performance throughout the contract lifecycle.
  • Utilise data-driven insights to analyse trends, identify emerging risks and opportunities and implement early intervention strategies that improve performance and prevent incidents.
  • Ensure contract leadership teams maintain clear oversight of HSEQ objectives, performance indicators and improvement plans, driving accountability and continuous improvement throughout your contracts.
  • Lead the identification, assessment and management of HSEQ risks associated with overhead line construction, maintenance and infrastructure projects, ensuring effective controls are implemented and monitored.
  • Ensure contract-specific HSEQ management systems, procedures and practices align with corporate standards, client expectations and industry best practice.
  • Review and deliver comprehensive HSEQ plans that clearly define contractual obligations, governance arrangements, performance measures and strategic initiatives to achieve ambitious HSEQ objectives.
  • Lead investigations into high-potential, significant and serious HSEQ incidents, ensuring root causes are identified, lessons are learned and corrective actions are implemented.
  • Ensure local incident management arrangements are effective, compliant and supported by robust monitoring, reporting and escalation processes.
  • Lead, inspire and develop a team of HSEQ Advisors, providing coaching, mentoring and strategic direction to build capability and support career progression.
  • Define and assure competency and training requirements across the contract, ensuring compliance while supporting the development of a highly skilled and capable workforce.
  • Build and maintain strong, collaborative relationships with clients, regulatory bodies and key stakeholders, acting as a visible leader and trusted partner in delivering safe, sustainable and high-quality outcomes.
  • Play a leading role in client performance reviews and strategic planning discussions, influencing decision-making and driving continuous improvement initiatives.
  • Collaborate with fellow HSEQ Leads and senior business leaders to share best practice, standardise approaches and deliver improvements across the wider business.
  • Define and oversee contract HSEQ governance and reporting requirements, ensuring accurate performance reporting, effective assurance and compliance with internal and external requirements.
  • Support the management and maintenance of key certifications and accreditations, including ISO 45001, ISO 14001, ISO 9001, Achilles and other relevant industry schemes.
  • Develop strategic improvement roadmaps focused on critical risk areas, operational excellence and innovation, ensuring alignment with business objectives and client expectations.
  • Support contract growth and business development opportunities by demonstrating strong HSEQ leadership, governance and performance credentials that enhance customer confidence and competitive advantage.

Effective interaction with Clients, operational teams will be pivotal, ensuring alignment with (HSEQ) objectives, regulations, and standards across all contract activities.

Experience and Qualifications
