A government regulatory body is seeking an Operational Delivery Manager in Ashford, UK, to oversee operational delivery and drive efficiency in high-risk building regulation. The role involves leading teams, managing projects, and engaging with stakeholders in a regulatory context. The Health and Safety Executive (HSE) has established the Building Safety Regulator (BSR) to ensure high risk residential buildings (HRBs) are safe and to enable people to feel safe in their homes.
Within BSDs High Risk Building (HRB) Regulation, the Building Control function ensures HRBs are designed and built to meet the functional requirements of the Building Regulations. This function is supported by an Operational Support function, which provides administrative support to Building Control (as well as other operational functions within High-Risk Building Regulation).
The Operational Delivery Manager posts are new posts. The postholder will oversee all aspects of business delivery either within Building Control or Operational Support.
The roles have a national remit, and the post-holder will work alongside the operational leadership teams, reporting directly to the relevant Heads of Operations/Operational Support Lead.
The Building Control role can be based in any HSE office listed in the advert. For details of HSE locations please see HSE Offices.
The Operational Support role will be based at our HSE head office location in Bootle, Merseyside.
For both roles some travel to other offices will be required for collaborative working and meetings. This may include the occasional overnight stay.
Part time working hours are available for this role. We can accept applicants who can commit to working a minimum of 30 hours per week.
The government announced on 30 June 2025 that the Building Safety Regulator (BSR) is to become an Arms Length Body (ALB) of Ministry for Housing, Communities, and Local Government (MHCLG) and will be moved out of HSE. This is the natural next step in the development of the regulator and was always a likely outcome once BSR was established.
It has been confirmed that the ALB will be a Non-crown, Non Departmental Public Body (NDPB), and as such its employees will be Public Servants, rather than Civil Servants.
Any successful candidates recruited to this vacancy will initially be onboarded to HSE, with a move to the new NDPB to be undertaken in due course.
The postholder will be responsible for developing, embedding, monitoring and overseeing all processes to deliver assessment of Building Control applications or other Operational Support processes and drive a culture of high performance and operational excellence.
