Job summary

BEAR Scotland seeks an experienced Network Bridges Manager to lead bridge engineering and maintenance across Scotland’s South East trunk road network. This senior role oversees 850+ structures, driving strategy, design and delivery to ensure safe, reliable infrastructure.

You’ll manage multi-disciplinary teams across multiple locations and coordinate with Transport Scotland, contractors and consultants to meet contractual and safety standards.

Qualifications

• Degree required in Civil or Structural Engineering or equivalent.
• Chartered Engineer status preferred (CEng, MICE or MIStructE).
• Extensive experience in bridge design, assessment and maintenance preferred.
• Proven leadership of technical teams and complex projects.

Responsibilities

• Lead planning, design, procurement and delivery of structural maintenance works.
• Oversee bridge refurbishment, strengthening and bearing replacement projects.
• Manage internal teams, consultants, contractors and stakeholders.
• Ensure compliance with technical, safety, environmental and contractual standards.

BEAR Scotland is a leading provider of highway maintenance services across Scotland. We manage and maintain over 2,00km of Scotland’s trunk road network, tackling just about every imaginable task and working round the clock to help keep Scotland moving.

BEAR Scotland on behalf of Transport Scotland manage over 750 structures as part of the South East trunk road network which includes a number of complex bridges.

BEAR Scotland is seeking an experienced Network Bridges Manager to lead the delivery of bridge engineering and maintenance across the South East trunk road network.

This is a senior leadership role overseeing 850+ structures, including some of Scotland’s most complex bridge assets. You’ll take ownership of strategy, design, and delivery—ensuring safe, efficient, and high-quality infrastructure that keeps Scotland moving.

Job Purpose

As Network Bridges Manager, you will lead a multi-disciplinary team across South Queensferry, Stepps, and Bonnyrigg, managing the full lifecycle of bridge maintenance and improvement schemes.

You’ll be responsible for:

• Driving the planning, design, procurement, and delivery of structural maintenance works
• Leading bridge refurbishment, strengthening, and bearing replacement projects
• Managing internal teams, consultants, contractors, and key stakeholders
• Ensuring compliance with technical, safety, environmental, and contractual standards

This is a highly visible role with direct engagement with Transport Scotland and other key partners.

Key Role and Responsibilities

• Support the Operating Company’s Representative to ensure delivery of the Director’s requirements
• Act as the main point of liaison with Transport Scotland, ensuring compliance with the Network Management Contract
• Work closely with the Network Manager and Journey Time Reliability Coordinator to minimise traffic disruption from Structures Schemes
• Collaborate with the Planned Maintenance and Operations Managers to ensure structural requirements are fully integrated into maintenance planning and delivery
• Oversee the outline and detailed design of bridge maintenance schemes, including technical approval and certification
• Ensure compliance with technical standards, or manage submissions for Departures from Standard where required
• Approve tender documents and pre-construction information, and lead tender evaluations through to contract award
• Ensure adherence to Health, Safety, Environmental and Quality standards within the company’s integrated management systems
• Ensure compliance with CDM Regulations, undertaking Principal Designer or Principal Contractor duties as required, and maintaining robust risk assessments
• Liaise with clients and auditors as required
• Ensure environmental screening is completed and appropriate mitigation measures are in place prior to works commencing

Knowledge, Skills and Experience

• Degree in Civil or Structural Engineering
• Chartered Engineer status (CEng, MICE or MIStructE)
• Extensive experience in bridge design, assessment, and maintenance
• Proven leadership experience managing technical teams and complex projects
• Strong stakeholder engagement and communication skills
• Full UK driving licence
• Experience working within a trunk road or highway maintenance environment
• Knowledge of Transport Scotland standards and requirements
• Experience working with NEC or similar contracts
