We are seeking an enthusiastic, experienced, and committed individual to lead the development and delivery of the Regional Transport Programme for Mid Wales.

This is an exciting opportunity to shape and coordinate the implementation of the Regional Transport Delivery Plan across Ceredigion and Powys, working in close partnership with Transport for Wales, Welsh Government, and Local Authority officers to deliver integrated, sustainable transport solutions for the region.

About the Role

As the Regional Transport Programme Manager, you will lead the coordination and delivery of the Regional Transport Plan and Delivery Plan for the Mid Wales Corporate Joint Committee. You will be responsible for programme planning, stakeholder engagement, resource management, and reporting, ensuring alignment with national transport policy and funding cycles.

You will work collaboratively with Welsh Government, Transport for Wales, and local authority teams to develop and maintain delivery schedules, monitor progress, manage risks, and ensure quality assurance across the programme. Your leadership will be key in promoting integration across transport services and enabling the “One Network, One Timetable, One Ticket, One Team” vision.

Key Responsibilities
  • Programme Planning: Develop and maintain timelines, milestones, and deliverables in partnership with TfW, WG, and Local Authorities
  • Co-ordination & Integration: Act as the primary point of contact between WG and the CJC, promoting cross-agency collaboration
  • Monitoring & Reporting: Track progress, identify risks and opportunities, and prepare quarterly reports for the CJC and Welsh Government
  • Resource Management: Oversee programme budgets (capital and revenue), manage commissioned resources, and potentially line manage up to 3 project staff
  • Stakeholder Engagement: Build strong relationships with regional partners, facilitating effective communication and collaboration
  • Risk & Quality Assurance: Identify risks and ensure programme quality through structured reporting and technical documentation
  • Strategic Development: Lead the planning and agreement of future RTPs/RTDPs on a 5-year cycle
