Job summary

Randstad CPE seeks a Senior MEICA & Commissioning Engineer to lead complex MEICA projects across the full lifecycle for UK water infrastructure. You will coordinate design, site construction, and client operations, ensuring compliance with BS, WIMES, and RAMS, while delivering high-quality commissioning documentation.

You will drive interfaces between design, civil/site teams, and client operations, promoting safety on site and acting as a Mechanical or Electrical Authorised Person where needed.

Qualifications

• 10+ years' experience in MEICA design, delivery and commissioning within UK water & wastewater plants.
• Authorised Person experience on complex infrastructure (Mechanical or Electrical).
• Life cycle expertise: ECI, de-risking, RAMS review, quality control, system integration.
• HNC / Apprenticeship in Mechanical or Electrical discipline; CSCS / ECS; SMSTS; First Aid at Work; Thames Water Passport & National Water Hygiene.

Responsibilities

• Lead the MEICA and commissioning lifecycle from ECI through design review, installation, testing, and handover.
• Resolve interfaces and coordination challenges between design, site teams, and client operations; maintain risk & opportunity register.
• Ensure subcontractor specs align with BS standards, WIMES, and water utility requirements.
• Collate and sign-off commissioning manuals, O&M docs, quality plans, and test sheets.
• Represent the delivery team in workshops and progress meetings with client representatives and asset leads.
• Uphold strict Health, Safety & Environmental standards on site; act as LV AP where required.

About the Role

We are seeking a Senior MEICA & Commissioning Engineer to lead, plan, and deliver complex mechanical, electrical, and process engineering projects across the full lifecycle. Working on behalf of a leading Tier 1 infrastructure delivery partner, you will act as the technical and operational bridge between design, site construction, supply chain, and the ultimate water utility client.

Key Responsibilities

• Lead the MEICA and commissioning lifecycle from Early Contractor Involvement (ECI) through design review, installation, testing, and formal client handover.
• Identify and resolve interface, outage, and coordination challenges between design, civil/site teams, and client operations. Maintain the Risk & Opportunity Register.
• Ensure all subcontract technical specifications and activities comply with British Standards, WIMES, and water utility specifications.
• Lead the collation and sign-off of commissioning manuals, ACD folders, O&M documentation, quality plans, ITPS, and test check sheets.
• Represent the delivery team in major workshops and progress meetings, providing expert guidance to client representatives, asset integrator, and discipline leads.
• Promote strict Health, Safety & Environmental (SHE) standards on site. Carry out duties as an LV Authorised Person (Electrical or Mechanical) where required.

Key Requirements & Experience

• 10+ Years' Experience: Proven track record in MEICA design, delivery, and commissioning within complex UK Water & Wastewater process plants (Tier 1 main contractor background strongly preferred).
• Authorised Person: Previous experience operating as a Mechanical or Electrical Authorised Person (AP) on complex infrastructure.
• Life cycle Expertise: In-depth knowledge of ECI, de-risking, RAMS review, quality control, and system integration.
• Mandatory Qualifications:
  • HNC / Engineering Apprenticeship in a relevant discipline (Mechanical or Electrical).
  • CSCS / ECS Card.
  • Site Management Safety Training Scheme (SMSTS).
  • First Aid at Work.
  • Thames Water Passport & National Water Hygiene (Blue Card).
• Communication: Exceptional stakeholder management skills with the ability to lead multi-disciplinary teams and converse confidently with client operations.

Desirable

• Professional Registration / Membership with IET, IMechE, or SOE (EngTech, IEng, or CEng).
