Job summary

Waverley Borough Council is seeking a Mechanical & Electrical Compliance Manager to lead the delivery of gas, electrical, and lifting equipment upgrade programs within Housing Maintenance. You will manage two Compliance Officers and coordinate with internal and external stakeholders, ensuring compliance with current regulations and council policies.

Mechanical & Electrical Compliance Manager

At Waverley Borough Council, we’re proud of our commitment to delivering high-quality services to our communities. We’re seeking a skilled Mechanical & Electrical Compliance Manager to join our Compliance Team in Housing Maintenance and help us shape a better borough.

About the Role

We need an enthusiastic, driven individual to oversee deliver of the Gas, Electrical and Lifting equipment capital upgrade programmes, with the support of 2 Compliance Officers who you will manage. You will also be working with multiple departments, internal and external stakeholders in line with current regulations and council policies.

You will need to be able to manage delivery of our contractors, work alongside auditing consultants, ensuring value for money, for boiler upgrades, communal plant rooms, alternative heating solutions, electrical works and lifting equipment to ensure adherence to all Health and Safety legislation.

About You

  • You will need to manage the delivery of domestic gas boiler replacement program with overall responsibility of the capital heating projects and works, with any future changes to all heating solutions.
  • Manage the electrical capital and EICR compliance within our domestic properties.
  • Manage the electrical “capital upgrade works” including major upgrades or whole installation re-wiring, fire alarm installs to our senior living schemes and commercial lift upgrades.
  • Help to deliver the replacement program of properties with electrical storage heating systems.
  • Manage the procurement contract tender process to award any new workstreams in line with the Council’s Contract Procurement Regulations.
  • Manage the small number of plant room works for the Senior Living Schemes and communal properties including maintenance and upgrades.
  • Work in close co-ordination with the Regulatory Compliance Manager to ensure audits, policies and procedures are regularly reviewed ensuring adherence with current regulations and legislation.
  • Provide technical advice and support to Housing Operations colleagues to advise on the feasibility of M&E capital improvement works including Air Source Heat Pumps and other alternative heating technologies.
  • Challenge poor performance and develop remedial action plans to safeguard the Council and its residents where performance is failing, escalating issues and concerns to appropriate stakeholders.
  • Help in the design and production of regular performance management reports to Management Board and Members.
