Job description

Closing Date: 1st September 2026

Interviews will take place week commencing 7th September 2026

As we are headquartered in Leeds our preference is to appoint to this location and priority will be given to applicants based within commuting distance of the Leeds office.

About the role.

This is a unique opportunity to join the NHB at a pivotal moment in housing delivery and to be part of the growth of the Agency's Loans Portfolio Management team, helping shape the future of housing and regeneration in a national organisation with real social purpose.

The Development Finance Portfolio Management team manages a portfolio of loans to SME housebuilders, supporting the delivery of homes and infrastructure, ensuring timely deployment and repayment of funds, and proactively managing emerging risks.

Working within the Development Finance Portfolio Management , North team led by Joel Dodd, you will join a small, experienced real estate finance team of c.5 Portfolio Owners, supporting the management of a portfolio of 40+ development finance loans. Typical individual loans are c.£3-5m.

This is a portfolio support role. You will work alongside experienced Portfolio Owners, supporting the management of development finance loans rather than holding direct portfolio ownership responsibility.

This is an excellent opportunity to further develop your real estate finance, lending and risk management experience, with strong opportunities for learning, progression and career development within a growing team.

The role supports the delivery of housing projects across England and will involve some travel to development sites and borrower meetings. Alongside day-to-day portfolio activities, you'll have opportunities to contribute ideas and innovative solutions that enhance the National Housing Bank's offering.

Working closely with Portfolio Owners and wider stakeholders across Risk, Legal, Finance and Origination, you will support:

  • Effective portfolio performance and stewardship of public funds.
  • Risk management, including identification and mitigation of emerging issues.
  • Preparation of credit papers, approvals and legal processes.
  • Monitoring compliance with transaction agreements and governance requirements.
  • Strong borrower relationships and successful project delivery.

Portfolio Management is delivery-focused, customer-centric and collaborative. We take a pragmatic approach to complex challenges, balancing commercial outcomes with public accountability while delivering meaningful housing and regeneration outcomes.

About you.

Our team manages a portfolio of SME development finance loans and delivers excellent customer service to our borrowers; your role will be to support Portfolio Owners in achieving these objectives. You'll be comfortable managing multiple priorities, working across a range of stakeholders and continuously looking for ways to improve and innovate.

You’ll be highly motivated, organised and analytical, with experience supporting commercial lending, investment or portfolio management activities. You’ll have a good understanding of lending, investment and risk management principles and be keen to further develop your expertise.

You will have experience gained within banking, investment management or a related financial services environment, ideally with exposure to real estate finance. Financial analysis and modelling experience would be advantageous, alongside strong communication and report-writing skills.

You will be resilient, adaptable and comfortable working with a wide range of internal and external stakeholders. As an emerging real estate finance professional, you’ll be keen to learn from experienced colleagues, build strong relationships and contribute positively within a collaborative, inclusive and high-performing team.

About the National Housing Bank

Homes England is strengthening UK Government’s ambitions for housing and regeneration through the introduction of the National Housing Bank (NHB). The NHB is a new financial organisation designed to unlock investment at scale and accelerate the delivery of more homes, stronger places and thriving communities across the country. Backed with £16bn in new financial capacity, alongside £6bn already committed this Parliament, the NHB represents one of the most significant new interventions in the housing sector in a generation.

The NHB, operating as a subsidiary of Homes England, exists to unlock investment at scale and connect capital with capability. We use our financial capacity and deep local relationships to drive regeneration, enable innovation and create the conditions for sustainable growth. By pairing government-backed finance with solutions that the market needs, we help partners bring forward the homes, infrastructure and long-term development that transform places and support people to live well.

Purpose-driven and built for impact, the NHB provides its partners the confidence and financial firepower to innovate and unlock complex sites, scale up investment and deliver at pace. Offering custom-built finance, strong partnerships and a commitment to shaping better futures, the NHB enables investment that would not otherwise happen- accelerating growth and creating the conditions for communities to flourish.

Joining the National Housing Bank offers a rare and exciting opportunity to help shape this new national organisation from the ground up; influencing how we operate, how we partner, and how we deliver impact across the country.

Who are we?

Homes England: The Housing and Regeneration Agency

We believe that affordable, quality homes in well-designed places are key to improving people’s lives. As the government’s housing and regeneration agency, we create thriving new places and transform urban areas, combining the full breadth of our powers, expertise, land, capital and influence to bring investment to communities and get more homes built.

How? We form long-term partnerships that bridge the gap between the public and private sector to meet local needs and aspirations. We use our influence to champion the creation of sustainable homes, communities and places that are brilliantly designed for the people that live there now, and in the future. And we use our funding and support to build a more resilient, diverse and innovative housing sector, helping new entrants in the market, encouraging modern methods of construction and design, and promoting the utmost attention to building safety.

Together with our partners, we’re accelerating the pace of house building, remediation and regeneration across the country, as we seek to deliver ever more affordable homes in places people are proud to call home for generations to come.
