Qualifications

  • Hold an IRPM qualification, ideally MIRPM or above.

  • Proven variance analysis and cost challenge experience.
  • Strong lease interpretation experience.

  • Understanding of Landlord & Tenant Act/CLRA/S20.

We’re now seeking a Leasehold Manager to lead and develop the Leasehold & Home Ownership service ensuring that service charges are set, validated and reconciled accurately, lease obligations are met, and residents receive clear, timely information.

You’ll own end‑to‑end service delivery for Leasehold & Home Ownership: policy, procedures, workflows, KPIs and team capacity planning and provide assurance over annual estimates (EST), year‑end actuals (ACT), prior‑year adjustments, and reserve/sinking funds, supported by high‑quality, auditable leasehold/Shared Ownership (SO) data.

Acting as Product Owner for leasehold and service‑charge modules: roadmap, requirements, testing, release notes and benefits tracking, you’ll maximise lawful income and protect GCH’s legal position by establishing a clear controls framework (maker‑checker, documented sign‑offs, audit trails) and driving data accuracy across housing and finance systems (scheme structures, apportionments, component coding).

Ensuring resident communications meet statutory and best‑practice standards (clarity, timeliness, accessibility), you’ll provide strong financial governance and regulatory compliance (LTA/CLRA, S20, Consumer Standards) and manage and lead the Right To Buy administration from application to completion, including confirming eligibility, commission of valuations, preparation of initial legal packs to Land Registry specifications, investigating title, confirming covenants and easements, instructing solicitors and determining the terms of transfers and leases.

Qualifications and Experience
  • Hold an IRPM qualification, ideally MIRPM or above (FIRPM desirable) or an AssocRICS/MRICS (Residential) or equivalent professional qualification.
  • Have evidence of ongoing CPD in leasehold law, service charges and/or building safety.
  • Have experience in end‑to‑end EST setting, ACT reconciliation, and production of resident ready packs, including complex schemes and caps.
  • Have proven variance analysis and cost challenge experience, able to demonstrate missed‑visit deductions/credits embedded into ACT and rolled into EST.
  • Have strong lease interpretation experience (recoverable, apportionment bases, caps) with successful tribunal/court exposure.
  • Have experience of leading and supporting teams to deliver successful performance and high levels of customer satisfaction.
  • Be a strong communicator with excellent written skills and strong stakeholder management across Finance, Estates, Procurement and Legal.
  • Understand Landlord & Tenant Act/CLRA/S20 and best practice for service charges with a sound grasp of accruals, apportionments, reserves and prior‑year adjustments.
  • Be proficient in risk management and controls design.
  • Have advanced Excel/Power Query skills (Power BI desirable); confident with large data sets, reconciliations and exception reporting.
