Job summary

The Football Association (FA) is seeking a Learning Delivery Lead to oversee regional learning delivery, align regional priorities with operational plans, and provide hands-on leadership to Regional Leads. You will ensure efficient delivery of programmes, coach and develop teams, and collaborate with cross‑functional colleagues to maintain high-quality learner experiences.

Job description

Lead the delivery of learning activities across assigned regions, ensuring strategic alignment, operational effectiveness and an outstanding learner experience.

FA Learning is seeking a Learning Delivery Lead to oversee learning delivery across assigned regions. In this pivotal role, you will translate regional priorities into clear operational plans, ensuring learning activities are delivered efficiently and effectively. You will provide hands‑on leadership, coaching and support to a team of Regional Leads, driving consistency, quality and an outstanding learner experience. Working closely with stakeholders, you'll ensure resources are effectively deployed, day‑to‑day priorities are met, and delivery remains agile during peak periods.

What will you be doing?
  • Lead the execution of learning activities across assigned regions, translating regional priorities into clear, day‑to‑day plans for your teams and role‑modelling the standards and ways of working expected across the department.
  • Provide direct line management to Regional Leads, offering guidance, support, coaching and regular feedback to develop their capability and ensure consistent, high‑quality learning experiences across their areas.
  • Coordinate the allocation and development of regional coordinators, ensuring appropriate staffing and expertise to deliver learning programmes across locations.
  • Support a culture of personal development across regional teams, creating opportunities for growth and embedding feedback and development into everyday practice.
  • Work collaboratively with other leads across the department, including the Resource and Planning Lead and Workforce Lead, contributing to shared standards across the team.
  • Build effective working relationships with a range of internal and external stakeholders, including coach developers, to keep learning programmes well‑coordinated and aligned with organisational and learner needs.
  • Monitor the consistency of learning delivery across regions, ensuring programmes meet pedagogical objectives and adjusting coordinator resource based on regional variance across the season.
  • Use data and insight to monitor and improve delivery performance, identifying themes and feeding into wider data reporting and improvement across FA Learning.
  • Support digital and data initiatives within regional teams, helping embed new tools and ways of working through clear communication and practical support.
  • Identify potential risks to the learning experience and help implement solutions to minimise disruption, ensuring a smooth, high‑quality learning environment.
  • Contribute to a culture of continuous improvement, helping shape practical solutions that improve learning processes, operational efficiency and consistency of approach.
  • Coordinate with venue planners, casual workforce, and cross‑functional teams, including finance, to ensure all logistical and operational aspects of learning delivery run smoothly.
  • Executes additional tasks as required to meet the FA's changing priorities.
  • Comply with all company policies and procedures to ensure that the highest standards of health, safety, and well‑being can be maintained.
  • As part of the FA's commitment to ensuring a safe environment for everyone in football, every employee will be required to complete a DBS check. The level of the check required will be based on the activity of the specific job role and in line with legislation and government guidance.
What are we looking for?
Essential for the role:
  • Degree qualification in learning, education, sport, or a related field, providing a deep understanding of pedagogical principles and event management strategies.
  • Knowledge of national learning delivery frameworks and multi‑modal learning strategies (in‑person, virtual, hybrid).
  • Experience in leading large‑scale learning initiatives, including national or multi‑regional learning programmes, ensuring consistency in quality and delivery.
  • Line management experience, with a focus on mentoring, coaching, and developing others.
  • Event management and logistics experience, ensuring the effective planning and execution of learning programmes.
  • Communication skills (both verbal and written), with the ability to engage, influence, and inspire senior stakeholders and leadership teams.
  • Proficiency in learning management systems (LMS) and digital learning platforms, with experience overseeing the integration and optimisation of these tools across multiple regions.
  • Advanced Microsoft Excel and data analysis skills, capable of leveraging data to inform strategic decisions and optimise learning delivery.
  • Strong project management skills, with the ability to oversee multiple projects at different stages.
  • Excellent presentation and public speaking skills, capable of delivering high‑impact presentations to executive leadership, external partners, and large audiences.
Beneficial to have:
  • Postgraduate qualification or certification in project management, event management, or change management.
  • Understanding of budgeting and financial forecasting for large‑scale events.
  • Experience in a leadership role within a learning or education‑focused organisation.
  • Experience in managing vendor relationships, including negotiating contracts and ensuring service level agreements are met.
  • Experience in managing risk and compliance, ensuring all learning delivery complies with legal and organisational standards, including health and safety, data privacy, and diversity and inclusion.
  • Expertise in using project management software (e.g., MS Project, Asana, Monday.com).
  • Experience in virtual event platforms and tools, with the ability to seamlessly integrate these into a national learning strategy for hybrid or fully virtual learning delivery.
  • Change management capabilities, with a focus on leading teams through large‑scale transformations in learning practices and workforce development.

Currently, we are working within a hybrid working model whereby the expectation is to work from your contractual location for part of the week, and as and when required by the team.
