A local government authority is seeking a strategic leader for its Business Analysis capability, responsible for overseeing all BA activities. The ideal candidate will have extensive experience in developing BA functions and managing teams, with a strong focus on delivering measurable improvements and financial benefits. This is a key position within the Transformation and Delivery Unit where you will provide strategic and functional leadership for the entire Business Analysis (BA) capability, directing and overseeing all BA activities across the transformation and improvement portfolio. You will be accountable for ensuring analysis outputs are robust, driving significant financial benefits and measurable service improvements on the Council's most critical programmes.
Your responsibilities will include setting the Council’s BA approach and leading the development of core activities such as process re‑engineering and business case writing. You will also provide direct line management of a team of Business Analysts, actively developing BA techniques, disseminating best practice through toolkits and building a strong internal capability for continuous improvement across the Council.
The core requirement for this role is extensive experience in designing and developing a BA function from the ground up, including defining its approach, methodology and scope. You must have a proven track record of directing BA for strategic‑level, multi‑million‑pound transformation programmes, with direct involvement in complex analysis work across multiple disciplines.
