Job description

We are seeking an experienced Lead Project & RM Manager to join our team. This is an exciting opportunity to lead and manage a multi-disciplinary technical team, delivering annual work programmes and projects that support the Council's estate management and compliance requirements. You will take responsibility for the successful delivery of projects from inception to completion, ensuring they meet budget, time, and quality standards. This role involves managing resources, liaising with stakeholders, and driving efficiency through effective supply chain management.

Our teams work collaboratively to ensure that our estates and public spaces are safe, accessible, and well‑maintained, supporting the city's growth and development. Responsibilities
  • Lead and manage a technical team, including performance management and staff development.
  • Develop and deliver programmes of work, ensuring objectives are met within agreed constraints.
  • Prepare design briefs, drawings, specifications, and contract documentation, securing statutory approvals.
  • Undertake feasibility studies and procurement briefs.
  • Manage contractors and monitor performance using KPIs.
  • Ensure effective communication with clients, service leads, and stakeholders throughout project delivery.
  • Promote diversity, equality, and accessibility in all aspects of work.
  • Maintain a safe and secure working environment in line with Council policies.

Qualifications
  • A relevant degree or equivalent qualification in Project Management, Construction, Surveying, or Engineering.
  • Proven experience in leading multi-disciplinary teams and delivering complex projects.
  • Strong project management and financial control skills.
  • Excellent communication and negotiation abilities.
  • Commitment to equality, diversity, and continuous improvement.
  • Desirable: Professional membership of RICS, CIOB, APM or similar.
  • Desirable: Project management certification (PRINCE2, PMP).
