Aspect Resources is seeking a Lead Procurement Manager for hybrid London work with a 2 days on-site pattern. The role requires complex public sector procurement experience, deep PCR 2015 and Procurement Act 2023 knowledge, and NEC3/4 contract expertise. CTC or SC clearance available for suitable candidates.

You will lead end-to-end procurements, manage senior stakeholders, and drive commercial strategy while delivering on sensitive projects in a secure environment.

Responsibilities

  • Lead compliant end-to-end procurements under PCR 2015, Procurement Act 2023 and frameworks.
  • Deliver your team’s category/project strategy via market and supplier analysis and benchmarking.
  • Manage workload with competing priorities to meet key deadlines.
  • Embed robust contract management practices and understand customer business and culture.
  • Depose for Head of Commercial Works as required.
  • Lead work on sensitive projects within a secure environment.
  • Promote procurement compliance and governance across the function.
  • Foster effective supplier and contract management and negotiations.
  • Support policy development and continuous improvement initiatives.
  • Mentor junior staff to uplift team competence.

Job Title: Lead Procurement Manager- CTC or SC

Location: Hybrid / London (2 days a week on site)

Contract Duration: 12.3.27

Daily Rate: £700/day (Umbrella - Maximum)

IR35 Status: Inside

Security Clearance: CTC or SC

Minimum Requirement:
  • Complex public sector procurement experience
  • Strong PCR 2015 & Procurement Act 2023 knowledge

Main Responsibilities
  • Lead compliant end-to-end procurements, including those above procurement thresholds under the Public Contracts Regulations (PCR) 2015, the new Procurement Act 2023 and through existing frameworks.
  • Lead the delivery of your team’s category/project strategy for the relevant category/project team such as via undertaking market and supplier relationship analysis and benchmarking activities.
  • Managing own workload with competing priorities balancing operationally urgent and important tasks to deliver to key deadlines.
  • Maintain a thorough understanding of your customers business and culture, supporting them in your role as Senior Commercial Manager, helping to embed good contract management practices.
  • Deputise for your Head of Commercial Works as and when required.
  • To lead work on sensitive projects within a secure environment as required.

  • Manage Stakeholder Relationships: Proactively identify and nurture relationships with key stakeholders within relevant directorates, fostering strong business partnerships aligned with the Commercial Directorate’s strategic values. Building relationships with senior leaders in directorates and programmes, to act as an advisor on commercial issues, point of escalation for issues and risks, ensuring that the Works category is benefitting from these insights as needed.
  • Support Strategic Planning: Assist Heads of Commercial upwards in forecasting, planning, and allocating resources for procurement projects. Contribute to the development and maintenance of a dynamic forward plan (Pipeline) and report on live activities to ensure transparency and alignment with organizational goals. Develop and implement commercial strategy and policies.
  • Ensure Procurement Excellence: Lead and oversee procurement activities within the Works category, ensuring they meet the requirements of stakeholders and comply with procurement policies and internal governance standards. Promote compliance with law and internal procurement rules.
  • Facilitate Effective Supplier and Contract Management: Ensure smooth transitions from procurement to contract management by actively supporting supplier relationships. Work closely with the Contract and Supplier Management team to uphold high standards and ensure supplier performance meets contractual expectations. To promote effective contract management, including providing advice and facilitate negotiation with existing suppliers.
  • Enhance Quality Assurance: Supporting our quality assurance through attendance at the Commercial Assurance Board to ensure our priority procurements are robustly assessed.
  • Influence Procurement Policy: Play an active role in shaping procurement policies relevant to your role and categories, including participation in the Policy Working Group to drive innovation and best practices.
  • Drive Continuous Improvement: Continuously seek and implement opportunities to enhance processes within your area and across the wider team, working collaboratively with colleagues to optimize the efficiency and effectiveness of the commercial function.
  • Data Management: Implement, manage, improve, and promote the use of systems, tools and data management to create useful management information to support the business in spend in your category.
  • Mentor: take responsibility to mentor junior staff to help develop and enhance individuals as well as improve competence across the team.
