The PSNI have a statutory responsibility for individuals detained within their custody and the care and treatment of those individuals is set out in the Police and Criminal Evidence Order (PACE) 1989. The custody service within Northern Ireland currently has on average 25,000 detentions per year spread across 9 custody suites. Detainees often have wide and complex health needs and often are some of the most vulnerable people in our communities. Custody officers are required to carry out an individual risk assessment on every detainee and develop a person-centered care plan considering mental health needs, suicidal ideation, self-harm alcohol and drug misuse and dependency as well as physical illnesses. As part of that care plan and following detailed risk assessment, the custody officer must ensure that a detainee receives appropriate healthcare.
