Overview
Establish and develop effective relationships with external system suppliers. Liaise with other members of the Data Engineering team and contribute to the successful running of the department. Communicate confidently and effectively with users of the Trust's Information Systems, at all levels of the organisation. Articulate complex technical information in a way that is appropriate to users with different levels of computer literacy and capability.
Responsibilities
- Service Delivery and Improvement: analyse and investigate system errors and unplanned downtime for root causes, make recommendations on remedial actions, and implement required changes to prevent recurrence. Translate user requirements into actionable development proposals, recommending the best approach to achieve the desired outcome and negotiating timescales.
 - Work autonomously on day-to-day tasks, prioritise own workload within given timescales in partnership with customer deadlines and operational needs, seek direction from the Data Engineering Manager and/or Head of IT Data Management, and work methodically with minimum supervision. Maintain departmental standard operating procedures and update them to reflect newly developed applications and reporting solutions.
 - Exploit opportunities to streamline existing processes by recommending changes through advances in programming and database technologies. Stay up to date with issued DCB directives and determine required changes to ensure full compliance. Observe personal duty of care for all issued equipment. Contribute to the design and development of specialised custom-built information collection and reporting systems to deliver effective solutions for Trust business needs and patient services.
 - With responsibility for development work: gather and document user requirements (seeking approval from the Data Engineering Manager and/or Head of IT Data Management before initiating development work), design small solutions to address specific business needs, and develop applications either wholly for smaller projects or as part of the larger team for more significant work.
 - Participate in the monitoring of system performance, implement database changes with referential integrity, plan own workload, be actively involved in testing of new developments, and maintain all documentation relating to application development.
 - Participate in the management of the Trust’s Data Warehouses and Management Information Tools to enable provision of statutory returns on patient information by the Information Services team. Be actively involved in testing upgrades to the Trust’s Information systems and, where appropriate, participate in the upgrade process. Maintain reference data to conform to NHS data dictionary standards. Produce submissions of CDS to the SUS and MSDS to the Exeter portal in line with Operating Framework timescales to support the commissioning process.
 - Collaborate with the Commissioning and Finance departments to ensure provision of accurate, timely information for monitoring Service Level Agreements, Service Line Reporting/Patient Level Costing, and Reference Costs submissions. Maintain knowledge of the Data Dictionary, NHS information requirements, and IT developments relevant to Trust systems. Develop a solid understanding of the information systems used across the Trust, their data models and structures, interdependencies and interfaces to facilitate development of more complex reporting capabilities.
