Birmingham City Council is seeking an experienced leader to drive the delivery of its Affordable Housing Programme. This is a high‑profile strategic role, responsible for enabling delivery across the city by working with Registered Providers, developers and funders to bring forward new affordable homes. You will play a pivotal role in shaping and delivering the Housing Strategy 2023‑2028, managing the citywide delivery pipeline and influencing senior decision‑making. You will lead procurement processes, secure government funding, and foster strong partnerships to bridge the gap between public and private sectors.

What You’ll Be Doing
  • Lead the development and delivery of the Council’s affordable housing programme across Council and non‑Council land.
  • Act as the senior enabler for Registered Providers and developers, building strong partnerships to unlock delivery.
  • Manage the citywide affordable housing pipeline, reporting on progress, milestones, risks and performance.
  • Work closely with Homes England, WMCA and national bodies to secure funding and attract inward investment.
  • Provide strategic advice to senior officers, Members and Boards, ensuring clear, timely and evidence‑based reporting.
  • Lead engagement forums such as the Birmingham Social Housing Partnership and Affordable Housing Delivery Group.
  • Lead and develop a high‑performing team, ensuring resources are aligned to delivery priorities.
Qualifications
  • You will be a senior housing professional with deep sector knowledge, strong political awareness and a track record of delivering affordable housing at scale.
  • Extensive senior‑level experience in affordable housing delivery, housing development, or within a Registered Provider/developer environment.
  • Proven expertise across different delivery routes, including partnerships, procurement, planning and funding models.
  • A strong track record of leading teams and taking accountability for delivering affordable housing outcomes.
  • Significant experience negotiating with developers, managing procurement processes and influencing complex stakeholders.
  • In‑depth understanding of the planning system and how to maximise affordable housing through policy and negotiation.
  • Experience working within Local Government or alongside it, including advising Members and navigating political environments.
  • Strong financial and commercial awareness, including managing multiple budgets and understanding viability considerations.
