About The Role

This is an exciting opportunity to be part of the Commercial function within Digital & IT.

As a Commercial Analyst you will be an integral part of the Digital, IT & Resilience team, with specific responsibilities within the IT Commercial function. This helps ensure that the council gets the maximum value from its IT assets and suppliers and supports the commercial aspect of any revenue‑generating digital and IT services.

Working as part of the IT Commercial Team you will support the council in getting the best value for money from its IT assets and suppliers and to support the commercial aspects of digital and IT revenue streams.

Working As a Commercial Analyst You Will
  • Support the negotiation and management of supplier agreements, contract renewals and procurement schedules, working closely with the corporate procurement team and seeking value to deliver savings and efficiencies.
  • Perform analysis and reporting against the utilisation of IT assets, contracts and services.
  • Support the day‑to‑day tasks which involve raising requisitions / Purchase Orders and Sales Orders.
  • Investigate and respond to billing queries to ensure that our financial transactions are accurate.
  • Play an integral part in maintaining commercial records whilst ensuring the accuracy of our data.
  • Work closely with stakeholders in architecture, projects and support to understand and predict the future usage pattern across IT physical assets, software, licensing, cloud and on‑demand services and help ensure that contracts and supplier relationships are in place to meet the need.
  • Play an active role in budget monitoring and forecasting, tracking expenditure, recording targets and tracking actual savings to make sound recommendations on how cost savings can be achieved.
  • Liaise with commercial suppliers and work with operational managers across the service to ensure that third‑party services meet the required performance standard.
  • Maintain an understanding of how IT service costs are allocated throughout the council and its partners, supporting the development of service level agreements and effective commercial management of IT revenue streams or recharging processes.
  • Support the delivery of IT assets through ITAM, handling the lifecycle of hardware and software IT assets from planning, through procurement, deployment, ongoing maintenance and retirement.
  • Maintain and track the usage of corporate licence agreements and contribute to replacement or upgrade programmes.
  • Update the contract register / contract management software and calendar of review and renewal and process any mid‑term changes to contracts.
  • Track and ensure the process of digital and IT orders and invoices.
  • Assist in the review and maintenance of policies and procedures for asset management, including those that set out user responsibilities.
  • Maintain a legally compliant and auditable asset register and issue assets including stock, licensing, communications and on‑demand services.
  • Assist in the conduct of elections as required.

As a Commercial Analyst within Digital, IT & Resilience, you will serve as an ambassador for the organisation. Your role will require collaboration across professional disciplines and organisational boundaries, actively participating in and leading change initiatives. You will remain outcome‑focused, consistently prioritising the needs of Hounslow residents in all actions and decisions. Additionally, you are expected to exemplify and uphold the organisation’s values and behaviours at all times.

This role currently offers hybrid working options with a requirement to attend the office two days per week which will be to subject service needs.

The IT Commercial Team serves as a key component within Digital, IT & Resilience which works closely with both internal and external partners to align financial management with strategic goals, enabling informed decision‑making and optimised resource allocation.

About You
  • You’ll bring knowledge and experience of working in a similar role and be able to demonstrate commercial, budgeting and supplier management skills, ideally in a local government setting.
  • Provide expert advice and support on contracts, procurements and budgets to a range of stakeholders’ area ensuring value for money and protection of public funds.
  • Ability to challenge and influence decision makers so that the right outcome is obtained.
  • Demonstrate strong financial acumen being able to analyse complex financial data, interpreting key performance indicators, and making data‑driven recommendations.
  • Have good experience of IT asset management, licensing arrangements and contract management and can show where you have used a structured approach to achieve savings.
  • You have good communication skills and can build and maintain relationships with colleagues and suppliers.
  • You have working experience of budget management, monitoring and reporting and your organised and methodical approach ensures efficient purchasing, tracking and payment of goods and services.
  • You have an awareness of IT cost models, service level agreements and charging mechanisms and can track and administer revenue streams.
  • You have an appreciation of cloud and on‑demand methods of service provision and can maintain and monitor the usage and costs of these assets.
