Job summary

Morgan Law is recruiting on behalf of a Local Authority for a Programme Transformation Accountant to lead budget management and financial governance across ERP lifecycles during a major transformation.

The role requires a fully qualified CCAB accountant with proven experience in project accounting within Local Government, strong forecasting and cost control, and the ability to prepare monthly finance packs and board reports.

Qualifications

Fully qualified CCAB accountant with local government project accounting experience.
Experience budgeting at programme level with strong forecasting and modelling skills.
Proven ability to produce monthly finance packs and governance reporting.

Responsibilities

Establish and maintain budget baselines for both the ERP Programme and Transformation Portfolio.
Maintain budget version control and phased forecasting aligned to programme plans and milestones.
Work with PMO and Workstream Leads to refine assumptions, phasing, and cost drivers.
Quantify financial impacts of risks, delays, scope changes or extensions.
Produce monthly finance packs for programme board, TMO and steering group.
Provide clear narrative explaining variances, forecast movements, risks, mitigations and decisions required.
Reconcile actuals through council finance systems, ensuring accurate allocation to workstreams and cost categories
