Interim Procurement Consultant – Construction & Civils

12‑month contract, up to £700 per day inside IR35.

Hybrid working (2‑3 days site based) – Manchester City Centre.

Your new role

We are looking for a senior procurement professional with substantial public sector experience to lead civil engineering and construction procurement activities primarily focused on a major Competitive Dialogue project.

Key skills, experience & qualifications
  • Minimum 10 years of procurement expertise, including at least 5 years in public sector procurement, with a strong track record of managing complex, high‑value infrastructure projects.
  • Proven experience leading civil and construction procurement activity, ideally within transport or infrastructure, including delivering renewals and capital works through frameworks and open market routes.
  • Ability to develop and execute procurement strategies that align with the 2023 Procurement Act, ensure value for money, and support major programmes through Competitive Dialogue and other regulated processes.
  • Deep understanding of contract law, risk management, and the full procurement lifecycle from requirements gathering and ITT development to evaluation, compliance, and supplier selection.
